| 土地是人类进行生产活动的基础。土地利用总体规划是实施土地资源配置宏观调控的基本手段， 也是保证土地资源安全的重要手段。该文在对前人研究成果梳理的基础上，探讨总结土地利用总体规划实 施评价指标，引入网络分析法（ANP方法），构建模型，并以焦作市为例进行实证分析。为我国土地利用 总体规划实施评价提供了方法借鉴。 |

| Abstract: |
| Land is the foundation of human production activities. The overall plan of land utilization is not only the basic approach to implement macro-control on land resources allocation， but also the important tool to ensure the security of land resources. Based on the carding previous research findings in this field， the article expounded the implementation evaluation index about the overall plan of land utilization， introduced Analytic Network Process （ANP） to construct model and made analysis taking Jiaozuo city as an example. To a certain extent， the paper pro- vided reference for the evaluation of implementation of the overall plan of land utilization for our country. |
