| 在我国的流域生态补偿过程中，跨区域生态补偿是常见的问题，其中确定补偿主体和补偿标准是 进行补偿的关键。鉴于流域各区域使用生态资源给其他区域带来的负外部性难以通过经济的手段使其内部 化，文章提出逐级补偿制度，探讨相邻区域之间补偿和被补偿问题，以降低生态补偿的交易成本。并基于 水质和水量指标确定流域逐级补偿标准，对流域逐级补偿制度的实施进行了探讨，以促进流域整体社会经 济可持续发展。 |

| Abstract: |
| Cross-basin ecological compensation in China is ordinary， and confirming the subject and standard is important for the compensation. In view of the fact that the negative externalities produced by utilization of ecologi- cal resources may not be internalized by economic means， this paper put forward the gradual compensation system， explored the problem of compensation and being compensated between adjacent areas to reduce the transaction costs of ecological compensation， and discussed the implementation of the system based on the compensation standard of water quality and water quantity to promote the sustainable development of the whole river basin. |
