耕地资源社会价值评估研究 ———以西安市为例

摘要:

该文以西安市耕地资源为研究对象，在各学者的研究基础上，重建社会价值评估体系，运用机会 成本法、替代法和影子价格法对其进行测算。结果表明:耕地资源社会价值446.8546万元/hm 2 ，其中社会 保障价值占68.48%，社会稳定价值占33.52%。其总值为土地征收价格的4倍多，证明耕地资源具有巨大 的社会价值，但是在耕地转用时补偿标准偏低。因此，应完善耕地保护经济补偿机制和土地征收补偿机 制，同时完善农村社会保障体系以弱化耕地的社会保障功能。

Abstract:

Taking the farmland resources in Xi'an city as an example， this paper reconstructed the social value sys- tem and used different methods such as opportunity cost， substitution and shadow price approaches to calculate the social value of cultivated land resources. The results showed that the gross social value of cultivated land resources amounts to 4.469 million yuan per ha in Xi'an， of which social security value accounted for 66.48%， and social stability value was 33.52%. And it was four times higher than the price of land expropriation which indicated that cultivate land resources had an enormous social value but the value was rather lower during the transformation process from cultivated land to constructed land. Therefore， it should perfect the economic compensation mecha- nism of cultivated land protection and the land expropriation compensation system， and improve the China's rural social security to weak the social security function of the cultivated land resources.
