中部五省低丘缓坡区耕地后备资源 开发利用对策分析

摘要:

利用文献资料法和定性分析方法科学分析了中部低山丘陵缓坡区耕地后备资源的开发利用情况。 结果表明中部低丘缓坡区存在着开发利用方式简单、开发目标单一、生态环境保护力度不够、交通条件 差、工程性缺水普遍、工程后期管护乏力的问题。因此，中部低丘缓坡区耕地后备资源开发利用应统筹规 划、合理选择开发利用模式，在开发中注重生态环境的保护，加强蓄引水设施和对外通道建设，发展节水 型农业，改良土壤，强化工程管护工作。

Abstract:

The purpose of this paper is to scientifically guide the development and utilization of low hilly woodland area reserve sources of cultivated land.Based on literature consultation method and qualitative analysis method， the research found the following problems:too simple ways in developing and utilizing low hilly woodland area， single development goal， lack of intensity in environmental protection， bad traffic condition， widespread engineer- ing shortage of water and lack of intensity in management of engineering in later stage. Finally， the paper puts for- ward the following suggestions:the development and utilization of low hilly woodland area reserve sources of culti- vated land in central section five provinces should be overall planned and the way of development and utilization should be chosen reasonably. Attention ought to be paid to environmental protection in development. Devices of wa- ter storage and construction of external channels must be strengthen. In addition， government should develop water -saving agriculture， improve the soil and enhance engineering management and protection.
