摘要:

该文分析城乡建设用地增减挂钩政策在城乡统筹和土地流转中的作用，剖析政策执行中的问题并 提出相应的措施，探讨其实施的必要性。通过理论和文献分析，认为城乡建设用地增减挂钩的实施能够促 进城乡统筹发展，是目前土地制度下盘活农村存量建设用地、统筹城乡用地安排的一项机制创新，能够促 进农村生产要素特别是土地的流转，使其参与到社会经济发展中。政策存在城乡之间、村集体之间利益分 配不均和耕地质量、农民生计持续性等问题，但是在完备的保障措施下，城乡建设用地增减挂钩的实施具 有其必要性。

Abstract:

The purpose of this paper is to analyze roles of the policy of gain-loss balance of urban and rural con- struction land in the urban-rural integrated development and the land transfer， evaluate the problems of the policy， and put forward the countermeasures through the theory and literature analysis， the policy of gain-loss balance of ur- ban and rural construction land was considered as a mechanism innovation， which could facilitate the development of urban-rural integration by promoting the circling of rural residence lands. Though there were some problems in the policy such as unequal allotment of gaining and quality of farmland， it was necessary to implement this policy for promoting the urban and rural integrated development under proper principles.
