黑龙江省农村城镇化进程中生态 预警与推动机制探讨

摘要:

黑龙江省农村城镇化进程中生态问题的治理与防范有其必要性与紧迫性，主要依赖于3个主体， 分别是政府、私营企业与农村人口本身。而其对于生态问题的作用机制分别体现在预警机制、推动机制与 自我提升与管理机制。政府主要通过树立以人为本的城镇化发展理念、合理定位政府角色并引入竞争机 制、制度改革及创新、生态型城镇规划、加快农村产业结构调整与发展生态农业、加快城镇垃圾处理产业 化、强化政府环境监管等来实现生态预警。以私营企业为主体的生态推动机制，主要通过关闭关停一批污 染严重的乡镇企业引进节能环保型企业，以及积极转变投资方式参与公共事业建设来实现。农村人口则主 要通过自身素质提升自我管理来促进环境与城镇建设的和谐发展。

Abstract:

It's necessary to prevent ecological problems in the process of rural urbanization in Heilongjiang prov- ince. The stakeholders mainly included the government， private enterprises and the rural population， who solved the ecological problems mainly through the early warning， promotion， self-improvement and management mecha- nism. The government achieved the early eco-warning mainly through countermeasures such as establishing people -oriented urbanization idea， the orientation of government role， introducing competition mechanism， regulation re- form and innovation， ecological town planning， rural industrial structure adjustment and the development of ecologi- cal agriculture， and strengthening government supervision. The ecological mechanism promoted by private enterpri- ses can come true by shutting down a bundle of private enterprise which caused great pollution to the environment， simultaneously introducing energy-saving and environment-friendly enterprises and actively converting its invest- ment to public services. The rural population can enhance harmonious development of urbanization and the environ- ment by quality promotion and self-management.
