| 陕甘宁接壤区既是气候的敏感区，又是生态环境脆弱带。为此，应根据资源环境承载力、现有开 发强度和发展潜力，科学确定功能分区，合理保护和发展;应根据自然生态条件的差异，分区发展生态农 业;通过调整农业产业结构，建设特色农产品基地，实现农业产业化;利用节水保水技术和保护性耕作措 施，实现有限水资源的优化配置;科学实施林灌草生态工程建设，进行植被恢复和生态修复;实施移民扶 贫开发及组织劳务输出，转移和减少农村人口，减轻人口压力，以实现该区域农业和国民经济的可持续 发展。 |

| Abstract: |
| The contiguous areas of Shaanxi-Gansu-Ningxia is a sensitive area for climate change and has fragile ec- ological environment. Therefore， current exploration and development as well as the development of ecological agri- culture in this area should be developed according to spatial difference and environment resources. It should adjust agricultural structure and construct agricultural base to realize agriculture industrialization. Both water resources de- velopment and water-saving technology should be applied together to realize the optimal use of water resources. Ecological engineering construction of forest， shrub and grass should be carried out scientifically to increase green area gradually. To alleviate rural poverty and realize sustainable development， rural migration and export of labor services should be organized and promoted. |
