摘要:

文章回顾和总结了2013年全国农业资源区划工作，全面分析了当前及今后一个时期农业资源区划 工作面临的新形势、新任务，围绕农业资源利用、环境治理、生态建设等方面认真研讨了农业可持续发展 问题，同时研究部署了2014年农业资源区划工作。文章认为，2013年全国农业资源区划系统主动适应农 业和农村经济发展的新形势、新要求，充分发挥资源区划基础性、前瞻性和综合性作用，紧扣“三农”发 展需求，开展了大量卓有成效的工作。如2013年农业资源区划系统完成的7项规划的编制、改善农村人居 环境、10项专题调研等。文章指出，当前，随着农业农村经济的深入发展，内外部环境发生了深刻变化， 各种矛盾和深层次制约更加突出，已到了不深化改革就无以为继的阶段。文章就农业资源约束与国家粮食 安全、农业环境污染与建设生态友好型农业、生态系统破坏与农业可持续发展等一系列重大问题进行了深 入分析，提出2014年农业资源区划的工作重点是:深化农业区划研究、加强农业资源综合管理、强化资源 环境监测，强调农业资源区划工作要紧紧围绕中国特色农业现代化道路的要求，以农业可持续发展为主线， 遵循“农业资源监测评价—战略研究—区域规划—试点示范”工作路线和工作重点，以优化资源配置、促 进资源永续利用、推动区域农业协调发展为基本途径，推动生态友好型农业发展，不断开创资源区划工作 新局面。

Abstract:

This paper reviewed and summarized the work of agricultural resources regionalization in China in 2013， comprehensively analyzed the current and future situation and tasks， discussed the agricultural sustainable develop- ment problems from the aspects of utilization of agricultural resources， environmental governance， and ecological construction， and arranged the work of agricultural resources planning in 2014. According to this paper， the nation- al agricultural resources regionalization system in 2013 actively adapted to the new situation and new requirements of agriculture and rural economic development， and made a lot of achievements such as compiling seven agricultural resources planning， improving rural living environment， and carrying out ten special investigation， etc. The article also pointed out that at present， with the further development of agriculture and country economy， profound changes had taken place in internal and external environment， a lots of contradictions and restrictions had appeared， and hence the reform was indispensable for solving these problems. Based on the analysis of a series of agricultural is- sues such as resource constraints and national food security， environment pollution， construction of ecological agri- culture， agricultural ecological system damage and agricultural sustainable development， this paper put forward the work focus for agricultural resources planning in 2014， i.e， deepening the agricultural resources regionalization research， strengthening the comprehensive management and environmental monitoring of agricultural resources， car- rying on the agricultural resources regionalization work around the requirements of agricultural modernization with Chinese characteristics， following the work route of”monitoring and evaluation of agricultural resources， strategic research， regional planning， pilot demonstration”， promoting the development of eco-friendly agriculture and cre- ating a new situation of regionalization work through optimizing the allocation of resources， the sustainable utilization of resources， and the coordinated development of regional agriculture.
