京津冀农业协同发展区域比较优势分析

摘要:

基于京津冀协同发展作为国家重要发展战略的背景，该文分析了京津冀区域3地市三大产业中农业的比较优势。首先，利用统计数据，计算了京津冀各产业的区位商与农业产业内部农林牧渔业的区位商；其次，应用农产品产值、产量或规模比较分析了京津冀3地的农产品生产优势。结论显示：在三大产业中，河北省农业占优势地位，北京市的第三产业有比较优势，天津市的第二产业较有优势。在农业产业中，河北省农牧业专业化程度较高。在农产品供给中，河北省粮食、蔬菜、水果的人均占有量远远超过人均消费量，而京津两市的人均生产量不能满足消费自给，河北省的农产品自给所余可以供给京津两大城市居民消费。所得启示为：在农业产业发展中，京津冀区域应当构建生产资料市场、农产品市场一体化的市场运行体系，建立京津冀农业社会服务一体化体制，构建农业生产、农产品流通、农业产品加工、农产品销售、生产服务和消费的经营体系。有利于实现京津冀农业协同发展的目标。

Abstract:

Based on the background of the coordinated development of Beijing-Tianjin-Hebei as the national development strategy, this paper analyzed the comparative advantage of agriculture which was one of the three major industries in this region. Firstly, It calculated the location quotient of each industry and the internal fields of agriculture in the three regions of Beijing city, Tianjin city and Hebei province using statistical data. Secondly, it comparatively analyzed the advantage of agricultural production through comparing of the agricultural production value, production output, and scale. The results showed that the agricultural industry in Hebei province was dominant, while the third industry in Beijing city and the second industry in Tianjin city were dominant. On the internal part of agricultural industry, the agricultural specialization degree of farming and animal husbandry industry in Hebei province was highest. The supply of agricultural production, grain, vegetables, and fruit far surpassed the per capita consumption in Hebei province, but not enough for the people in Beijing city and Tianjin city. Therefore, The surplus of the agricultural production of Hebei province can supply residents' consumption requirements in Beijing city and Tianjin city. This paper concluded that in the agricultural industry development, the government of Beijing city, Tianjin city and Hebei province should jointly build the market integration operation system, the integration of social services system, and the agricultural industry management integration system, which can be good for realizing the goal of agricultural coordinated development in the three regions.
