重庆“三峡库区”农村后续发展的动力机制研究

摘要:

重庆三峡库区农村后续发展面临的主要挑战是移民安稳致富问题。解决这一问题的研究主要集中在影响因素、生态农业发展、库区产业“空心化”以及劳动力转移等方面。该文通过综合学界相关研究成果，运用归纳演绎和分析比较的方法，从整体思维和重点突破相结合角度，提出库区移民安稳致富关键是农村发展的动力不足。文章从实证研究的角度，提出解决库区农村发展动力不足的核心问题是推动体制机制创新，并从6个方面创新库区农村发展的动力机制给出思路性对策建议：建立库区农村改造和新城建设的统筹规划机制； 健全库区农业基础设施和农村基本公共服务的投资机制； 推动库区农村土地制度改革，建立新型农业经营机制； 以特色休闲乡村旅游为抓手，充分发挥库区农村文化动力机制； 以职业教育为载体，建立农业转移人口培训与就业长效机制； 健全政府与市场互动作用的保障机制，从而实现库区农村的科学发展与和谐发展。

Abstract:

The main challenges for the rural follow-up development in the Three Gorges Reservoir Area of Chongqing are the richness and stable condition of migrants. Currently, the studies to solve this problem were mainly focused on the areas, i.e., some influencing factors about reservoir resettlement how to achieve security, stability and prosperity; the development of ecological agriculture in the rural reservoir area; "hollowing out" of the reservoir industry in the Three Gorges Reservoir Area, and transferring of the surplus labor in agriculture. This paper presented that lack of internal driving force for the stability and prosperous of migrants become a core issue of rural development in the Three Gorges Reservoir Area, through combining the results of academic research and using the methods of inductive, deductive, and comparison. The reasons for the lack of internal driving force including the limited space of agricultural development, backwardness of the basic public services in rural reservoir, double binary systems and mechanisms causing split apart in the economic and social structure, farmers with low culture, skills and weak capacity. It suggested that promoting system and mechanism innovation could solve the problem of power shortage in rural development based on empirical research angle. Finally, it presented the idea on how to innovate the dynamic mechanisms from six aspects, for the purpose of achieving the scientific development and harmonious development of the follow-up rural development for the migrant in the Three Gorges Reservoir Area in Chongqing, i.e., to establish a mechanism to co-ordinate planning about the transformation of rural and new urban construction; to improve the investment mechanism about the agricultural infrastructure and the basic public services in rural areas; to promote land reform in order to establish a new mechanism for agricultural operations; to play a dynamic mechanism of rural culture based rural tourism; to establish long-term mechanism of agricultural training and employment-related transfer of population; to set up the interactive safeguard mechanism between government and the market.
