土地整治促进区域经济协调发展的机制与路径——基于改进的存量—流量模型

摘要:

土地是影响区域经济协调发展的重要因素之一，随着土地综合整治项目在全国范围内的开展，对于土地整治如何促进区域经济协调发展的探索势必成为一个新的研究领域，特别是十八届三中全会提出了建立城乡统一的建设用地市场，给城乡建设用地的整治带来了新的机遇和挑战。该文立足于统一的城乡建设用地市场，通过改进的土地市场存量—流量模型，研究了土地整治如何对经济发达地区和经济欠发达地区的土地市场产生影响，探索了土地整治促进区域经济可持续发展的作用机制，并详细阐述了土地整治促进区域经济协调发展的实现路径，得出了科学合理的土地整治可有效促进区域经济协调发展的结论。该文最后针对目前土地整治存在的问题，提出了4点建议，分别是：健全土地整治项目的规划机制、创新城乡建设用地增减挂钩制度、与产业结构升级的目标相融合以及积极保护未利用地。

Abstract:

As the substantial foundation for the economic growth and social progress, land has become the carrier loaded with rapid economy development and all-round social prosperity in the over thirty years since the Reforming and Opening-up in China. However, the regional coordinated and sustainable development faces serious challenges such as the food shortage, construction land inadequacy, environmental pollution and biological problems, enlarging regional gap and urban-country margin. As the exploitation no longer meets the requirements of economic development nowadays, land consolidation with an aim at revitalizing the stock land and increasing land productive capacity is enhanced to be the National Strategy instead. In the contemporary period, land consolidation is not only the key measure of ensuring development and protecting resources, but also an important prop for the implementation of regional coordinated-development. Studying on the theory of the problem that how land consolidation acts on the coordinated development of regional economy will become a new research field, especially the request of establishing a unified constructive land market between urban and rural made by the Third Plenary Session of Eighteenth Central Committee, it brought the land consolidation of constructive land new opportunities and challenges. By using the modified Stock-Flow model, the article studied how land consolidation impacted the land market in developed and underdeveloped areas, explored the mechanism which land consolidation acted on the regional sustainable development and also elaborated the process how the land consolidation promoted the regional economies coordinated development. It concluded that land consolidation could promote the regional economies coordinated development effectively. Moreover, based on the theory analysis, the article offered four suggestions to help land consolidation promote the regional economic coordinated-development: firstly, to improve mechanism of land consolidation project which can plan regional economic development from a long-term point of view; secondly, to innovate the mechanism of the linking indicators of the increase and decrease of the land for construction use in both urban and rural area; thirdly, to conform to the target of upgrading the industrial structure, optimize the spatial layout of industry, support the development of emerging industries and help the economic growth mode transfer from land-dependent to innovative; fourthly, to actively protect unused land in order to ensure the sustainable use of land resources and sustainable development of regional economy. Only in these ways can land consolidation improve the pattern of land use and promote balanced development among regions.
