镇江市十里长山智谷的生态安全格局规划研究

摘要:

《镇江市城市总体规划（2002-2020）》明确了镇江市“城市南拓，拉大主城框架”的发展战略，十里长山地区根据其区域位置的特点，确立了“打造镇江国家级高新产业开发区智谷”的发展定位。十里长山地区的发展，保护了镇江“真山真水、城市山林”的生态特色，优化了城市西翼与南部谷阳的联系，同时也丰富了镇江的城市旅游体系。在此背景下，作者设计了“镇江市十里长山智谷的生态安全格局规划”草案。在该案中，首先对十里长山智谷区位，区域地形和区域生态特征等发展条件进行了分析和阐述，明确了十里长山智谷地区发展的潜力和有待解决的问题； 其次明确指出了“应南拓之天时，承高校之人和，启长山之地利”的发展理念，并对发展目标和智谷区域功能构成进行了阐述； 最后，作者从土地发展策略、交通发展策略和环境发展策略3个方面，阐述了如何建设十里长山智谷地区，重点对如何形成智谷生态安全格局进行了分析，并给出了最终的方案总体平面图。

Abstract:

Urban planning plays a strategic role in the orderly development of settlements, communities and business. In the modern context of globalization and urbanization, investigation on strategic plans provides valuable information for both policy makers and general publics. Zhenjiang, a famous historical and cultural city, located in the south bank of the lower Yangtze River. In order to meet the sustainable development of local economy, environment and population, "The overall planning of Zhenjiang Urban (2002-2020)" has been proposed and explicitly point out the developing strategy of Zhenjiang, ie., expanding the city southward and widening urban framework. As a major part of the planning, the Changshan mountain region based on unique characteristics of its regional position made a development orientation to create the Zhenjiang National High-tech Industrial Development Zone. The development of Changshan region not only protected the natural characteristics and original landscape and forest of Zhenjiang city, but also optimized the connection between western city and Guyang, and enriched the system of city tourism in Zhenjiang. According to the research on the development of Zhenjiang, this paper proposed a draft design of "Changshan Intelligence Valley Ecological Security Pattern Planning". In the present case, it analyzed the conditions for the development of Changshan region such as regional location, ecological characteristics and terrain, and pointed out potential problems. And then it clarified the development concept with respects to three factors: 1) the opportunity for city south extension. 2) Compliance to the intelligence from the neighboring universities. 3) Accelerating the development of Changshan region by taking advantage of its facilitated location. In addition, it established detailed aims for the development, and declared the regional functions, which contributed to intelligence valley. At last, it discussed overall planning from the viewpoints of the land usage, efficiency of local traffic transportation and sustainable environment. Especially, it stressed the analysis of how to establish the pattern of ecological security. The conclusion in the study suggested the local government and officials to establish a long-term policy to optimize the positive impact on environment and occupants, as well as sustainable economic development.
