绿色农业发展中存在的问题和对策研究——以河南省息县为例

摘要:
绿色农业是无公害农产品、绿色食品和有机食品生产加工的总称。它不但是提高农产品质量安全水平,实现农业增效、农民增收的有效路径,是未来农业的发展方向,而且是绿色食品工业的基础产业。河南省息县提出了打造“中国生态主食厨房”的县域经济发展战略,为该县绿色农业发展提供了难得机遇。发展绿色农业,生产绿色食品,保障优质食材供应,是打造“中国生态主食厨房”的基础。该县是“全国产粮大县”、“河南省产油大县”和“果蔬之乡”,而且工业少、环境好,绿色农业发展已有一定基础,但是其中还存在着规模不大、品种不多、水平不高等问题。结合实际,扬长避短,做大做强绿色农业,是该县打造“中国生态主食厨房”的必由之路。研究应用区域农业发展分析方法和农户意愿评价方法,结合该县农业与绿色食品产业的发展情况,对该县绿色农业发展的优势、现状及存在问题进行了分析,提出了“更新观念、创新发展、加强研发、建立基地、树立品牌、推进土地流转、培养人才、开放发展、加强物流配送、出台扶持政策”等10条做大做强绿色农业,夯实打造“中国生态主食厨房”基础的对策建议。

THE ISSUES AND COUNTERMEASURES IN GREENAGRICULE DEVELOPMENT——A CASE STUDY OF XIXIAN COUNTY,HENAN

Abstract:
Green Agriculture is a general name of the producing and processing of the pollution-free agricultural products,green food and organic food. It is not only the way of raising the quality and safety of agricultural products,realizing the efficiency of Agriculture and increasing farmer's income,but also the future agricultural development direction. At the same time it is the base property of food industry.Xixian County,Henan,has put forward the strategy of county economy development of forging"Chinese Ecological Kitchen of Staple Food", which brings a precious opportunity for Green Agriculture development.As the "National Food Production Advanced County","Henan Province Oil Producing County"and"Fruit and Vegetable Town",the county has a small quantity of industries and well environment. Green Agriculture development has a good foundation, but it still has some issues in the scale,the variety and the level, etc. Using the method of regional agriculture analysis and the peasant farmers' wish appraisal,combining the fact of the agriculture and the green food industry,this paper analyzed the strengths,present situation and existed problems of green agriculture development of the county,then put forward the countermeasures such as renewing senses,changing development,rammering studies,building bases,establishing brands,advancing land transfer,training talents,formulating the support policies for the foundation of"Chinese Ecological Kitchen of Staple Food".
