京津冀协同发展背景下承德市新型城镇化建设的困境与对策

摘要:

北京、天津、河北人口总量超过1亿，土地总面积达21.6万km2。习近平总书记指出，京津冀地缘相接、人缘相亲，地域一体、文化一脉，历史渊源深厚、交往半径相宜，完全能够相互融合、协同发展。在此背景下，文章对京津冀协同发展与新型城镇化概念进行了界定，分析了承德市新型城镇化建设的困境，主要包括：承德市经济发展水平相对落后，规模效应难以发挥； 产业发展水平结构有待提高，缺乏产业支撑； 城镇化水平整体不高，整体提升速度较慢。在此基础上从4个方面提出了承德市新型城镇化建设对策，分别为：加强顶层设计，科学编制承德市城镇化建设总体规划； 发挥自身优势，打造绿色生态新型城市； 利用产业发展推动新型城镇化建设； 提高承德城镇化建设水平和质量。最后，依托京津冀协同发展背景对承德市新型城镇化建设提出参考与决策性建议，以期对其它区位类似城市新型城镇化建设提供借鉴。

Abstract:

The coordinated development of Beijing-Tianjin-Hebei isnot only the necessityof the national reform and development, but also building new capital economic circle and regional development system and mechanism innovation, which can achieve the complementary and the benign interactionof resources advantages, optimize the industrial and urban layout, and balance distribution needs. In this context, this paper defined the coordinated development of the Beijing-Tianjin-Hebei region and new-type urbanization concept, and analyzed the problems in new-type urbanization construction of Chengde city,including that the economic development level was relatively backward limiting the scale effects, the industrial development level structure needed to be improved and supported, the urbanization level was not highas a whole. And then it proposed the new urbanization construction countermeasuresfrom four aspects,i.e., strengthening the top-level design to scientifically draw uptheplan of Chengde city urbanizationconstruction, building green ecological new citybased on the advantages, promoting the new-type urbanization constructionbased on industrial development, andimproving the level of Chengde city construction and quality. Finally, it put forward some policy countermeasures and references for the new-type urbanization constructionof Chengde city and other cities under the background of coordinated development of Beijing-Tianjin-Hebei.
