人口较少民族聚居地区特色农业发展现状分析——以云南省贡山县为例

摘要:

文章的研究目的是为政府扶持人口较少民族提供决策参考，研究方法是实地调查法。通过对贡山县的调查，课题组发现人口较少民族聚居地区的特色农业存在着以下问题：（1）管理不够规范与科学，当地群众的文化素质偏低；（2）资金投入不足，不利于特色农业的产业化；（3）整体上处于粗放型的水平，经济效益比较低下；（4）农业社会化服务体系不够健全。总之，人口较少民族聚居地区特色农业的发展水平距离现代农业的标准还比较远，其促进当地农民增收的效果尚不明显。该文认为应该采取以下措施来进行改善：（1）要对特色农业的发展进行统一管理与科学规划，以避免生产的无序状态；（2）加大资金投入力度以促进产业化发展，建设现代农业；（3）建立健全农业社会化服务体系，为特色农业的发展提供一个良好的平台；（4）努力提高人口较少民族群众的文化素质。

Abstract:

Aiming to provide references for government decision-making to support the minorities with less population，taking Gongshan county，Yunan as an example，this paper analyzed the current situation of characteristic agriculture in the regions where minority nationalities with less population live in using the field investigation method.The results showed that（1）The agriculture management lacked standard and scientificity，and the cultural quality of local people was low；（2）The capital investment was insufficientagainst the industrialization of characteristic agriculture；（3）The development level and economic benefitwere low；（4）The socialized service system was not perfect.In short，the development level ofcharacteristic agriculture in the regions where minority nationalities with less population live in was far from the standard of modern agriculture，and the effect of increasing the income of the local farmers was not obvious.This paper suggested that：（1）to adopt unified management mode and scientific planning to avoid the disorder of production；（2）to increase capital investment in promotingindustrialization and constructingmodern agriculture；（3）to establish and improve a commercialized rural service system to provide a good platform for the development of characteristic agriculture；（4）to improve cultural quality of the minorities with less population.
