都市农业产业集群发展模式研究——以天津市为例

RESEARCH ON THE CLUSTER DEVELOPMENT MODE OF URBAN AGRICULTURE INDUSTRY——TAKING TIANJIN AS AN EXAMPLE

摘要:

农业产业集群是优化区域农业产业布局与实现农业资源优化配置的重要途径。以天津市为例，分析了都市农业产业集群的集聚影响要素与发展模式，并提出了促进都市农业产业集群发展的对策建议。以“钻石模型”为理论分析工具，从生产要素、需求条件、相关产业及支撑产业的表现、企业战略及结构、政府、机会6个方面对天津市发展现代都市农业产业集群的条件进行了分析。在此基础上，提出了天津市都市农业产业集群的发展模式，包括基于禀赋资源的都市种植业产业集群、基于资源共享的科技与流通产业集群、基于产业关联的加工产业集群及基于产业融合的休闲创意农业产业集群。研究结果表明：天津市具备发展都市农业产业集群的市场与资源基础，各区县应结合各自的资源禀赋、产业基础及发展战略选择适合于本区域特点的农业产业集群模式，政府应通过科学规划、培育新型农业经营主体、搭建公共服务平台、促进农业科技创新及品牌建设推进都市农业产业集群的发展。

Abstract:

The agriculture industry cluster is a very important way to optimize the layout of regional agriculture industry，which can help achieve the optimized allocation of agricultural resources.Taking Tianjin as an example，the paper analyzed the factorsinfluencing the agglomeration of agricultural resources，and the development mode of agriculture industry cluster in urban，finally it put forward some suggestions that fostered the development of urban agriculture industry cluster.Based on the “Diamond Model”，the prerequisite for the development of agriculture industry cluster in Tianjin was analyzed from six aspects including factors of production，market demand factors，the level of development of the related industries and supporting industries，the strategy of enterprise in industry cluster，the structure of industry cluster，the policies of government，and the opportunities from economic sphere and social field.And then it put forward the development mode of urban agriculture industry cluster，including urban planting industry cluster based on the endowment of resources，the industry cluster of technology and circulation based on resource sharing，the processing industry cluster based on industrial correlation among different kinds of enterprise in industry chain，the industry cluster of leisure agriculture and creative agriculture based on industrial convergence between agriculture and service industry.The research results showed that：firstly there were basic market and resources conditions for the development of agriculture industry cluster in Tianjin；then different urban districtsshould select suitable development modesof agriculture industry cluster according to their natural endowment and resources，the existing industrial base and structure，and the long-run development planning.Finally，the government should take some measures to promote the development of urban agriculture industry clustersuch as formulating a long-term plan for the development of agriculture industry cluster，cultivating new kinds of agricultural operation body toaggregate the element of agriculture industry，building a public service platform to facilitate operation of enterprises in industry cluster，promoting the innovation of agricultural science and technology，and strengthening the creation of brand in industry cluster.
