新农村建设与三次产业融合互动问题研究——以河南省为例

摘要:

随着我国新农村建设进程的不断加快，新农村建设与农村三次产业融合互动问题越来越受到国内外学者的重视，已经成为研究的重点与热点。文章以河南省为例，在对其新农村建设与农村三次产业融合互动现状进行分析的基础上，指出新农村建设与第一产业的融合互动存在农用地非农化、农产品市场发展不完善、农业科技贡献率与农业机械化水平较低、农民收入结构不合理等问题； 与第二产业的融合互动存在产业链条短、缺乏规模企业带动、发展后劲不足等问题； 与第三产业的融合互动存在消费带动能力不足、经营创新能力较弱等问题。最后，分别从加强土地管理、稳定粮食生产，提高农业科技水平、加快农业机械化进程，深化农产品市场改革、加强农村现代物流体系建设等方面； 建设典型示范性农村工业基地，延伸工业链条，强化生产技术等方面以及转变农村居民的消费观念，创新运营形式等方面为新农村建设与三次产业协调发展提出具体对策。

Abstract:

With the rapid development of China's new rural construction process, the problem of interactive integration of new rural construction with three industries has attract more and more attention and has become the focus of research. Taking Henan province as an example, this paper analyzed the current situation of the integration of new rural construction with the three industries. The results showed that the integration of new rural construction with the first industry had some problems such as agricultural land conversion, development of agricultural market imperfections, low agricultural science and technology contribution rate and the level of agricultural mechanization, irrational farmers' income structure, and so on. The integration of new rural construction with the secondary industry presented short industrial chain, lack of scale enterprises and development potential.The integration with the tertiary industry showed lack of consumer-driven capacity, weak management innovation. Finally, it put forward some countermeasures for the coordinated development of the new rural construction and the three industries,such as strengthening land management, stabilizing grain production, raising the level of agricultural science and technology, accelerating agricultural mechanization, deepening agricultural market reforms, strengthening rural modern logistics system, constructing typical demonstration of the rural industrial base, extending the industrial chain, strengthening production technology and other aspects of rural residents as well as consumer attitudes change, innovating operation mode.
