浙江省现代农业园区建设绩效评价及其影响因素分析——以蔬菜瓜果产业为例

ANALYSIS ON CONSTRUCTION PERFORMANCE EVALUATION OF MODERN AGRICULTURAL PARK AND ITS INFLUENCING FACTORS IN ZHEJIANG PROVINCE ——TAKING VEGETABLES AND FRUITS INDUSTRY AS AN EXAMPLE

摘要:

现代农业园区对促进农民增收、农业增效，为加快区域农业结构优化升级、提高农业综合生产能力发挥了重要作用。文章基于浙江省现代农业园区调查数据，以蔬菜瓜果产业为例，采用Critic赋权法，从经济效益、社会效益、科技示范效益及综合效益等方面评估了浙江省现代农业园区瓜果蔬菜产业的建设绩效水平，同时构建计量经济学模型定量分析了资金投入与来源、经营主体特征、园区特征及园区所在县（区）经济社会特征对现代农业园区建设绩效水平的影响。研究结果表明：浙江省现代农业园区建设绩效水平有待提高；资金投入量、“公司+合作社”经营主体及所在地经济发展水平对园区建设绩效存在显著的正效应，种植规模与所在地人口密度等因素的影响显著为负。并提出合理增加资金投入，进一步向现代农业园区倾斜；加大现代农业主体培育力度，尤其注重对“公司+合作社”型主体的培育；构建现代农业园区的长效运行与管护机制等建议。

Abstract:

The Modern Agricultural Park plays an important role in promoting farmers' income and agricultural efficiency，accelerating the optimization of regional agricultural structure，and improving agricultural comprehensive production capacityBased on survey data of modern agricultural parks in Zhejiang Province，this paper used Critic weighting method to evaluate the construction performance level of Zhejiang Modern Agricultural Park in terms of economic benefit，social benefit，technology demonstration effect and the comprehensive effect by taking vegetables and fruits industry as an exampleAt the same time，it built an econometric model to analyze possible impacts of capital investment and source，the characteristics of main management body，the feature of park，and the characteristics of the economic and social development in the county（or district）on the performance of the park constructionThe results showed that the performance of the construction of Modern Agricultural Park in Zhejiang needed to be improvedThe capital investment，management system of “company+cooperative”，and the economic development level in the county（or district）had positive and significant effects on the performance of the park，but the effects of the park scale and density in the county（or district）were significantly negative.Finally，some suggestions were put forward as follows：the capital investment towards modern agricultural park should be increased；it should pay more attention to cultivate the subject of the park，especially the “company+cooperative” type；the long term operation and management mechanism needed to be constructed in the park.
