摘要:

多年来我国的农业发展相对于二、三产业还比较落后，严重制约了我国的经济社会总体发展。当前政府把推动农业现代化发展、加速实现新型城镇化道路作为推动农村发展的首要任务，其中以实现农业的产业化发展是重要突破口。我国在20世纪末就提出了发展农业产业化的要求，然而经历近20年的发展，我国的农业产业化水平还十分低下，没有取得应有的发展成绩，依然面临着机制制约、科技落后、企业规模小、市场化程度低等系列问题。目前农业产业化发展要求与长久以来的小规模农业生产之间的矛盾越来越突出，许多地方出现的农业企业由于孤立发展也难以对小规模农业生产的大环境造成实质性的影响。许多国家的经验表明：农业产业化发展是现代农业发展的必然趋势，而农业产业化发展离不开农业产业集群的形成；只有形成农业产业化集群，才能更好地推动农业产业化发展实现我国的农业现代化。因此，通过政策与市场的引导，建立农业产业化集群，促进农业生产的组织制度的优化是当前条件下发展现代农业的现实要求。

Abstract:

Relative to the two or three industry，China's agricultural development has been relatively backward over the years，which seriously restricted the overall economic and social developmentThe government adhered to promote the development of agricultural modernization and accelerate the realization of new urbanization as the primary task of promoting the development of rural areas，and to realize the industrialization development of agriculture was one of important breakthroughsAt the end of the 20th century，China put forward the development requirements of agricultural industrialization，however，the level of agricultural industrialization in China was still very low after nearly 20 yearsAgricultural industrialization did not obtain the proper performance，and it still facing the problems like restriction mechanism，backward technology，small scale enterprises，low market degree，and so onThe problem between development requirements of agricultural industrialization and long-time small scale agricultural production were becoming more and more prominent，the agricultural enterprises developed isolated in many places，which was difficult to produce a substantial impact on the large environment of small-scale agricultural productionThe experience of many countries shows that：the development of agricultural industrialization was the inevitable trend of the development of modern agriculture，and the development of agricultural industrialization could not be separated from the formation of the agricultural industrial clusters；in order to better promote the development of agricultural industrialization to achieve the modernization of agriculture in china，the only way was the formation of agricultural industrialization clustersTherefore，through the guidance of the policy and the market，to establish of the agricultural industrial clusters，and to promote the optimization of the organization system of agricultural production were the practical requirements of the development of modern agriculture under the current conditions.
