| 2016年中央一号文件提出，“推进农村产业融合，促进农民收入持续较快增长。”产业融合是现代农业的发展方向和趋势，日本在产业融合方面具有比较成功的经验。文章通过梳理总结日本“六次产业化”的主要做法，分别从制度保障、组织机构、认证体系、政策扶持等方面展开，在此基础上分析了日本“六次产业化”发展现状，并运用“阿苏牧场”案例剖析了其产业化运行模式，最后得出了日本产业融合对我国现代农业发展的启示。日本以“六次产业化”为发展战略，围绕“地产地消”，依托当地农民开发利用当地资源，通过技术创新和创意设计延伸产业链、提升价值链，将附加值更多地留在当地农村和农民。获得的启示有：一是政府的大力支持是推进产业融合的关键； 二是充分利用当地资源能够促进农村内生式发展； 三是积极培育新型经济主体，开展多种形式的产业融合； 四是加强产业化的利益协调机制，保障农民权益。 |

| The No.1 document of the Central Committee in 2016 has put forwardto promote rural industrial integration, and rapidly enhance the farmers′ income. Therefore, industrial convergence is the direction and trend of the modern agriculture. Japan has more successful experiencein the industrial integration. This paper summarized the main approach of Japan industrialization from the aspects of security system, organization and certification system, policy support and other aspects, analyzed the present situation of "six industrial"and the industrialization mode of operation by the" ASO Ranch "case, and finally obtained the enlightenment of the Japanese industry chain integration for the development of modern agriculture in China. The results showed that the industrial development strategy in Japan mainly relied on the development of local farmers using local resources. It enhanced the value chainthrough technical innovation and creative design extension of industrial chain. The certification of agricultural and forestry fisheries can help get the central and local subsidies and support through the implementation of "Comprehensive business plan"and"Joint business plan".The enlightenment was that: firstly, the support of the government was the key to promote industrial convergence; secondly, local resources can promote the development of the rural endogenous type; thirdly, actively cultivating new economic entitiesand carrying out various forms of industrial convergence; fourthly, strengthening the industrialization mechanism for the coordination of interests and safeguarding farmers′ rights and interests. |
