我国正处在传统农业向现代农业转变的关键时期,迫切需要发展新型的农业生产服务体系,以期推进农业现代化的实现。文章通过对华北高产粮区-山东省淄博市桓台县的农业生产服务体系进行实地调研,从农户、合作社以及政府等不同角度,分析目前农业生产服务体系现状及其在解决当前日益严重的农业生态环境恶化和源头食品安全问题中所发挥的作用和存在的问题,其中主要包括农民对投入品意识淡薄, 农资销售渠道繁杂、质量得不到保障、不能满足生产需求, 相关农技培训的普及性、针对性、实效性明显不足,现有的农业生产服务体系与农民需求之间脱节等。提出了促进土地流转,改变小农户的经营模式,大力支持农业专业合作社的发展,通过合作社,加强政府的农业生产服务体系与农民生产需求之间的对接,实现环境保护与食品安全双赢的目标,为发展和完善当前的农业生产服务体系等政策提供指导性建议。 |

China is in a critical period of transformation from traditional agriculture to modern agriculture. It is particularly urgent to develop the agricultural production service system in order to promote agriculture modernization. The investigation was conducted to analyze the current situation of Huantai agricultural production service system from the different perspectives of farmers, cooperatives and government in high-yield grain area in North China. The following problems still existed including less consciousness of farmers about chemical inputs, complicated sale channel of the inputs without enough quality guarantee, less practical production technique extension to farmers concerning ecological environment protection and the food safety. The guiding suggestions to improve the current agricultural production service system were put forward including promoting land redistribution and developing farmer cooperatives to ensure the win-win goals of environment protection and the food safety. |
