吉林省新型城镇化布局及发展策略

摘要:

城镇化是促进区域经济持续发展的宏观规划，在城镇发展过程中,建立健全城镇化格局具有现实与理论双重意义。文章以吉林省28个城市的空间布局为切入点，利用定性分析与定量分析相结合的方法对吉林省的区域条件、城镇化布局、城镇化发展特点、城镇化空间现状进行研究，探索吉林省新型城镇化布局的发展策略。研究发现，目前吉林省新型城镇依托各自区位优势和资源优势主要呈现出工贸型、边贸性、农牧型、资源型城镇类型，体现出城镇以交通干线为依托、集群性、大城镇带动小城镇发展等特点，并已进入城镇化快速发展新阶段；但仍然存在城市发展差异化明显、小城镇规模不足等问题。对此，应构建政策与资金双向动力系统，整合基础设施优势与区位优势资源，通过构建联动型产业格局推动新型城镇的集约化发展。

Abstract:

Urbanization is a macro planning to promote the sustainable development of regional economy. In the process of urban development, to establish and improve the urbanization pattern has reality and theory significance. Based on the spatial layout of 28 cities in Jilin province，qualitative analysis and quantitative analysis were used to study the regional conditions, the layout of urbanization, the characteristics of urbanization and the present situation of urbanization, and then the development strategy of new urbanization layout was explored. The results showed that the urbanization which relied on the location advantages and resource advantages included the types of the industrial trading, border trading, agriculture and animal husbandry, and the resource-oriented, and presented the characteristics of traffic lines relied, clustering, and large city driven. It had entered a new stage of rapid urbanization. But there were still obvious differences among urban development, small-scale cities and other issues. It should build a two-way dynamic system of policies and funds, integrate infrastructure advantages and location advantage resources, and promote the intensive development of new towns by constructing linkage industrial pattern.
