摘要:

随着科研体制改革的深入，科研单位财务与资产管理部门的角色定位越来越清晰，财务与资产管理部门应当服务、服从于科研单位的整个中心工作，为科研单位的整体利益服务。财务与资产管理人员作为科研单位的一员，须站在大局的角度为科研单位谋求最大利益，财务与资产管理人员的自身利益与科研单位利益一致，与科研单位同荣辱，共进退，实现科研单位价值最大化。财务与资产管理部门要最大程度的规范科研单位的经济行为，同时，争取更多的科研经费、开源节流，使科研单位走上持续健康发展之路。

Abstract:

With the deepening reform of the scientific research system, the role of the financial department in scientific research institutes becomes increasingly clear, which should serve the main work and the overall interests of the scientific research institutes. As a part of scientific research unit, financial officers share common interests with the institute, and must seek maximum benefits for the institute from an overall perspective. The financial department should standardize the economic behavior of scientific research units to the largest extent, and allow them to achieve sustained and healthy development of scientific research funds, increase revenue and reduce expenditure at the same time.
