供给侧视角下农业产业竞争力研究——以海南省为例

摘要:

［目的］在供给侧改革的大背景下，分析农业供给侧结构性改革对实现农业产业跨越式发展的重要意义，并基于供给侧改革视角构建区域农业产业竞争力评价指标体系，以期客观科学评价海南省农业竞争力的水平、演变路径和未来发展趋势。［方法］创新性的引入动态因子分析法（DFA），弥补传统的以区际比较为主的静态分析的不足，实现动态分析体系下的横向比较和纵向追踪相结合。［结果］运用动态因子分析法实证分析供给侧视角下农业产业竞争力切实可行，实证结果比较符合实际情况； 横向来看海南省农业产业竞争力处于全国下游水平，说明竞争力极弱； 纵向来看，海南省农业产业竞争力近年来波动变化，但发展潜力较大，横向排名和纵向变化均受多重因素的影响。［结论］研究认为供给侧改革背景下海南省农业竞争力的提升需要从技术应用，机械化推广，配套设施、特色产业体系和灾害预警处理机制完善建设等5个方面发力，全面提升农业产业竞争力，发挥产业优势促进区域经济发展。

Abstract:

Under the background of supply-side reform, this paper analyzed the importance of structural reform of agricultural supply side to realize the leap-forward development of agricultural industry, and constructed the evaluation index system of regional agricultural industry competitiveness from the perspective of supply-side reform, to scientifically evaluate the level, evolution path and future development trend of Agricultural competitiveness in Hainan province. The method of dynamic factor analysis (DFA),which can achieve horizontal comparison and vertical tracking, was used to analyze the competitiveness of the agricultural industry under the supply side perspective. The results showed that the competitiveness of the agricultural industry in Hainan was at the low level, indicating that the competitiveness was very weak, but the development potential was large. It put forward some countermeasures for the promotion of agricultural competitiveness from the aspects of technical application, mechanization promotion, facilities improvement, characteristic industrial system, and disaster warning mechanism.
