[目的]天津市较早地开展了生态农业建设规划工作,选取天津市生态农业建设规划实施效果进行测评具有一定的代表性及前瞻性,测评其生态农业建设实施效果可为天津市未来生态农业的发展提供借鉴。[方法]文章采用层次分析法(AHP)对天津市生态农业建设规划实施效果进行测评。主要分析生态农业带来的各种效益及评价指标的权重,对生态农业建设规划实施效果中的定性判断和定量及非定量因素进行量化。[结果]天津市生态农业建设规划实施效果的生态效益(0.581)>社会效益(0.310)>经济效益(0.109)。经济效益中,农民家庭年收入的权重最大(0.236); 生态效益中,农村环境改善程度的权重最大(0.315); 社会效益中,农业科技进步贡献率的权重最大(0.301)。[结论]天津市实施生态农业建设规划成果显著,效果良好,为农村和农民带来巨大的生态效益、社会效益和经济效益,尤其是巨大的生态效益。 |

EVALUATION ON THE EFFECT OF ECOLOGICAL AGRICULTURE CONSTRUCTION PLANNING IN TIANJIN |

Tianjin city carried out the planning work for the construction of ecological agriculture and ecological agriculture construction at early stage, which had a certain representative and prospective effect. The evaluation on the ecological agriculture effect may provide a reference for the future development of ecological agriculture in Tianjin city. Using the analytic hierarchy process (AHP), it mainly analyzed the benefits of ecological agriculture and the weight of evaluation index, and quantified the qualitative judgment and quantitative factors in the eco-agriculture construction planning. The results showed that the effects indicated ecological benefit (0.581) > social benefit (0.310) > economic benefit (0.109) in the implementation of ecological agriculture construction planning in Tianjin. Annual income of farmers’ family maximum weight was 0.236. The level of the rural environment improvement had a maximum weight (0.315). The weight of agricultural science and technology progress contribution rate was 0.301. It concluded that the implementation of ecological agriculture construction planning in Tianjin city had achieved remarkable results, such as great ecological benefits, social benefits and economic benefits for the rural areas and farmers. |
