摘要: |
[目的]农业科技园区作为各级政府在现代农业科技示范、产村相融和产业脱贫方面的重要抓手,近年来数量和规模增加迅速,对农业转型升级和农村经济发展起到积极的推动作用,但园区盲目扩张问题也比较突出。而目前针对园区发展战略的研究仍停留在定性分析层面,因此应用更为科学的研究方法制定园区发展战略极具现实意义。[方法]文章以四川省平昌县为案例,采取定性与定量相结合的方法即SWOT-AHP分析法,首先筛选出对园区发展影响较高的12个因素进行SWOT定性分析、并通过AHP分析对各影响因素赋予系数,进而以总优势、总劣势、总机遇、总挑战值为4个顶点绘制园区发展战略四边形,以重心P所在象限和区域判定园区发展战略。[结果]四边形重心位于第一象限开拓战略区的[0,π/4]实力型方位域,平昌县农业科技园区应采取开拓型发展的战略。[结论]建议平昌县农业科技园区建设应充分把握园区资源环境优势、产地特色优势、产业规模优势,明确发展生态循环农业的总体定位,形成茶叶、中药材优势产区,推进“区域品牌+企业品牌”双驱动发展策略。 |

In recent years, the number and scale of agricultural sci-technological zone developed rapidly. As an important starting point for all levels of government in poverty alleviation and industrial production, agricultural sci-technological zone plays a positive role in upgrading agricultural and rural economic development. Taking Pingchang county of Sichuan province as a case, this paper qualitatively analyzed 12 factors influencing the park development using SWOT method, gave the coefficient of each factor by AHP, and put the park development strategic measures.The results showed that the agricultural sci-technological zone should adopt the development strategy of the pioneering type, such as fully grasping the advantages of resources environment, origin area, and industrial scale, clearing the overall orientation of the ecological cycle of agriculture, forming the Chinese herbal medicine advantage areas, and promoting the double drive development strategy of "brand and regional brand". |
