扬州市农业供给侧结构性改革成效分析

摘要:

［目的］基于农业供给主体、农业供给侧改革制度和相关保障、农村自然资源禀赋和生态环境、农业现代化以及农村资金融通能力等5个维度选取了17个指标构建了农业供给侧结构性改革成效评价指标体系，对2010~2016年扬州市农业供给侧结构性改革成效进行度量。［方法］运用改进的熵值法，对农业供给侧结构性改革成效评价指标体系进行赋权，测度扬州市农业供给侧改革成效，在此基础上对比扬州市和江苏省的差异。［结果］扬州市农业供给侧结构性改革成效整体处于江苏省平均水平之下，但发展速度高于江苏省平均水平； 5个维度贡献度差异较大，对农业供给侧结构性改革成效结果不一；农业供给主体增长速度最高达到13.64%，农业供给侧改革制度和相关保障以及农业现代化水平的年平均增长速度较低分别为5.33%和5.17%。［结论］优化农业现代化产业体系、落实农业保障机制、创新农业融资模式和深化农业风险分担机制是扬州市农业供给侧改革的重点。

Abstract:

The evaluation index system of agricultural supply side structural reform was constructed, basing on the system of agricultural supply subject, reform of agricultural supply side and relevant security, rural natural resources endowment and ecological environment, agricultural modernization, rural financing ability. On this basis, the results of the structural reform of agricultural supply in Yangzhou in 2010~2016 were measured. By using the improved entropy method, this paper gave a measure of the effectiveness of the evaluation index system of agricultural supply side structural reform, and the results of agricultural supply side reform in Yangzhou. On this basis, the differences between Yangzhou and Jiangsu were compared. The agricultural supply side structural reform in Yangzhou was under the average level of Jiangsu, but the development rate was higher than the average level in Jiangsu. The contribution of the five dimensions was different, and the results of the structural reform of the agricultural supply side were mixed. The growth rate of agricultural supply main body was up to 13.64%, while the annual average growth rate of agricultural supply side reform and related security and agricultural modernization was 5.33% and 5.17% respectively. Optimizing agricultural modernization industrial system, implementing agricultural guarantee mechanism, innovating agricultural financing mode and deepening agricultural risk sharing mechanism are the key points of agricultural supply side reform in Yangzhou.
