| ［目的］基于我国马铃薯总产高、单产低的现状，在推进马铃薯主粮化的战略背景下，优化马铃薯生产布局和马铃薯生产资源配置，提高马铃薯生产效率。［方法］文章对全国范围内马铃薯生产区域的比较优势进行研究。在国内外现有研究的基础上，通过对2006~2015年时间序列数据进行分析，运用综合比较优势指数分析的方法，从效率优势、规模优势和综合优势3个方面对我国各主产省份的马铃薯进行生产优势差异分析。［结果］效率比较优势方面：相比全国平均水平，甘肃、黑龙江、辽宁、青海、新疆、云南、四川、重庆、西藏、江西、福建和广东有明显优势；规模比较优势方面：相比全国平均水平，甘肃、内蒙古、陕西、山西、宁夏、青海、云南、四川、贵州、重庆、福建有明显优势；综合比较优势方面：相比全国平均水平，甘肃、内蒙古、陕西、宁夏、青海、云南、四川、贵州、重庆、福建有明显优势。最后，从自然因素、科技因素、市场因素、政策因素等方面分析了我国马铃薯生产区域比较优势差异的原因。［结论］提出通过调整马铃薯种植区域分布、完善马铃薯市场体制、加大新品种和技术推广力度等建议来提高马铃薯生产区域的比较优势。 |

| Based on the situation of high total output and low single yield of potato in China, to optimize the layout of potato production and the allocation of potato production resources and improve the potato production efficiency, this paper studied the regional comparative advantages of potato nationwide under the strategic background of potato becoming staple food using the method of comprehensive comparative advantage index, and analyzed the difference of potato production advantage among the main potato producing provinces in China from the aspects of efficiency advantage, scale advantage and comprehensive advantages using the time series data from 2006 to 2015. The results showed that the comparative advantages of efficiency of Gansu, Heilongjiang, Liaoning, Qinghai, Xinjiang, Yunnan, Sichuan, Chongqing, Tibet, Jiangxi, Fujian and Guangdong were more obvious than national average level. The comparative advantage of scale of Gansu, Inner Mongolia, Shaanxi, Shanxi, Ningxia, Qinghai, Yunnan, Sichuan, Guizhou, Chongqing and Fujian were more obvious than national average level. The comprehensive comparative advantages of Gansu, Inner Mongolia, Shaanxi, Ningxia, Qinghai, Yunnan, Sichuan, Guizhou, Chongqing, Fujian were obvious. Finally, the difference of comparative advantage of potato production area in China was analyzed from the aspects of natural factors, scientific and technological factors, market factors and policy factors. Countermeasures were put forward to adjust the potato planting area distribution, improve the potato market system, and increase the new varieties and technology promotion to improve the comparative advantage of potato production. |
