耕地集约利用与新型城镇化耦合协调发展研究*——以江苏省为例

摘要:
[目的]文章以江苏省13个地级市为研究对象,分别建立新型城镇化发展与耕地集约利用评价指标体系,从人口城镇化、经济城镇化、社会城镇化、生态城镇化等4个方面,耕地投入强度、耕地利用程度、耕地产出水平及耕地可持续利用水平共确定20个评价指标,以便对江苏省耕地集约利用与新型城镇化耦合协调发展水平进行研究。[方法]依据系统性、独立性及可操作性等原则,参照相关行业标准及研究成果进行评价指标的获取与筛选,运用均方差权值法确定指标权重,最大限度提高研究结果的精确度,并得出影响江苏省协调发展水平的主要指标因素。[结果]江苏省耕地集约利用与新型城镇化耦合发展水平成逐步上升趋势,各地级市协调发展水平及优化趋势差异性明显,南京、无锡及苏州为协调发展度高水平聚集区,宿迁、连云港为协调发展低水平聚集区,其余地级市发展水平一般。耦合协调发展水平优化趋势方面,常州与南通优化趋势较明显,南京、无锡及苏州优化趋势较好。镇江、泰州与宿迁优化趋势不理想,其中宿迁市需作为重点城市对象进行重点关注发展。[结论]影响江苏省新型城镇化发展与耕地集约利用耦合协调发展水平的重要指标因素分别为城市建成区绿地覆盖率、城市生活垃圾无害化处理率、城市房地产固定投资总额、人均粮食产量及复种指数,最终得到在江苏省新型城镇化发展进程中要保护耕地、节约集约利用耕地的建议。

RESEARCH ON THE COUPLED AND COORDINATED DEVELOPMENT OF INTENSIVE USE OF CULTIVATED LAND AND NEW URBANIZATION*——A CASE STUDY IN JIANGSU PROVINC

Abstract:
This paper took 13 cities in Jiangsu as the research object and studied the coupled and coordinated development level of the new urbanization and intensive use of cultivated land. A new evaluation index system for the development of new urbanization and intensive use of cultivated land was established separately. From four aspects(i.e. population urbanization, economic urbanization, social urbanization and ecological urbanization)of cultivated land input intensity, cultivated land utilization level, cultivated land output level and cultivated land sustainable utilization level were identified, and twenty evaluation indicators were further studied in order to study the level of coupled and coordinated development of intensive use of cultivated land and new urbanization in Jiangsu province. According to the principles of systematicness, independence and maneuverability, the acquisition and screening of evaluation indexes were carried out according to relevant industry standards and research results. The paper used the mean square error weight method to determine the index weight, maximize the accuracy of the research results, and draw the main index factors that affect the coordinated development level of Jiangsu province. The development level of intensive use of cultivated land and new urbanization in Jiangsu was gradually rising, and the level of coordinated development and the difference of optimization trend of local cities were obviously different. Nanjing, Wuxi and Suzhou were the high level agglomeration areas for coordinated development, while Suqian and Lianyungang were generally in a low level of development. The rest cities were a general level of development. The optimization trend of coupled and coordinated development level was obvious, especially in Changzhou and Nantong. The optimization trend of coupled and coordinated development level of Nanjing, Wuxi and Suzhou was also doing great, while not in Zhenjiang, Taizhou and Suqian. We should pay more attention to the development of Suqian. As a whole, the level of coordinated development in Jiangsu province was steadily rising and has a good prospect for development. The study concluded that the important indexes affecting factors and levels of coupling coordinated development of Jiangsu province new urbanization development and cultivated land intensive use were city built-up area green coverage, city life garbage treatment rate, total fixed investment, city real estate per capita grain yield and cropping index. Finally, the proposal to protect the cultivated land and save the intensive use of cultivated land in the development process of new urbanization in Jiangsu province was finally obtained.
