安吉乡村生态富民的模式识别及演化特征

摘要:

［目的］“绿水青山就是金山银山”，关键是要让广大老百姓对好的生态有“获得感”，也就是要实现生态惠民、生态富民。［方法］构建“要素—制度—开放”的生态富民概念框架，根据3个维度指标的不同组合方式，以安吉乡村为研究对象，剖析安吉生态富民模式的演化规律，根据要素组合差异，刻画安吉乡村生态富民的典型模式。［结果］（1）在内外部因素的作用下，安吉乡村富民模式具有动态演化特征，呈现了从非生态到生态、从政府到市场、从内生到开放的发展趋势。（2）安吉乡村生态富民模式根据其要素组合方式，可以分为5种模式，包括生态教育模式、特色乡居模式、景区依托模式、整合创新模式、生态示范模式。（3）安吉不同的乡村生态富民模式呈现自然要素向产业要素演化，人力要素从政府或集体主体向集体主体演化，资本要素从政府、社会资本、集体资本向集体资产演化的趋势。［结论］安吉不同乡村富民模式呈现要素趋同化特征，政府在生态富民中发挥了引导和推动作用，模式推广要考虑其适用性。

Abstract:

Lucid waters and lush mountains are invaluable assets, the key is to give the general public a sense of access from good ecology, that is to achieve ecological benefits for the people, ecological prosperity for the people. This paper attempted to construct the concept framework of fact system opening, according to different combinations of indicators of three dimensions, taking Anji village as the research object, analyzed thee volution rule of ecological enrichment pattern. The results showed: (1) The evolution of ecological enrichment pattern was dynamic. Under a series of internal and external factors, the ecological enrichment pattern of rural residents in Anji presented a development trend from non ecological to ecological, from government to market, from endogenous to open.(2) Rich ecological pattern, according to its resources characteristic and the combination, could be divided into five patterns, including ecological education pattern, characteristic villeggiatura pattern, scenic spot based pattern, the integration innovation pattern, ecological demonstration pattern.(3) Different villages emerged the evolution of resource elements from nature to the industry, human factors from the government or the collective to the collective, capital factors from the government, social capital, collective capital to the evolution trend of collective assets. Therefore, different patterns of rural enrichment were homogeneity of resource elements, the government played a leading and promoting role in enriching the people, and the applicability of the model should be considered.
