西部地区集体经济发展路径研究*——以宁夏回族自治区为例

摘要:

［目的］农村集体经济一直以来都是农村经济发展过程中的重要问题和难题，我国西部地区的集体经济由于发展基础薄弱、起步较晚，加上空壳现象明显，发展难度较大。探索西部地区的集体经济发展路径，是提高农民收入、平衡经济发展、推动精准扶贫和加强我国农村现代化建设的重要途径。［方法］通过深入宁夏回族自治区（以下简称宁夏）80个行政村进行基线调研，从实践和发展的角度系统性地分析了西部地区集体经济发展的现状和瓶颈，提出了我国西部地区农村集体经济发展的总体思路框架，并逐一进行分析与破解。［结果］从组织建立、产业选择、资金来源与发展模式4个方面对集体经济的发展路径进行研究探索，能够帮助西部地区规范的建立组织，选好主导产业，并通过项目补贴、贷款融资与村企合作的途径撬动发展资金，增加资本积累，从而进一步科学地建立与选择集体经济发展模式。［结论］基于对集体经济发展路径的分析与探索，可以具有针对性地指导我国西部地区集体经济的发展，为我国西部地区的农村集体经济发展提供可借鉴及可复制的经验。

Abstract:

The rural collective economy has always been an important problem and difficult problem in the process of rural economic development. In the western region of China, because of the weak foundation, late start, and obvious empty shell phenomenon, it is difficult to develop well. Exploring the development path of the collective economy in the western region is an important way to increase farmers′ income, balance economic development, promote precise poverty alleviation and strengthen our rural modernization. Based on the survey of 80 administrative villages in Ningxia, this research systematically put forward four bottlenecks and overall development framework for the development of rural collective economy in Western China from the perspective of practice and development, and analyzed and explained them one by one. From the study of organization establishment, industry selection, capital source and development mode, we can help the western region to establish organization, choose the leading industries and increase the capital accumulation through the cooperation between enterprises and government support as well as establish the scientific development mode. Based on the analysis and exploration of the development path of the collective economy, it can guide the development of the collective economy in Western China and provide reference and reproducible experience for the development of the rural collective economy.
