整合涉农资金促进乡村产业振兴的对策*——基于哈尔滨市通河县调研分析与启示

摘要:

［目的］涉农资金整合能积极引导金融和社会资本投向农村农业，对加快构建现代农业产业体系、生产体系、经营体系，实现产业兴旺，促进乡村产业振兴具有重要意义。［方法］以哈尔滨市通河县特色产业的调研和访谈资料为基础，重点关注了涉农资金整合以来通河县榛子产业的运作发展成效。［结果］在涉农资金整合下，通河县通过科学统筹榛子产业发展布局、搭建资金整合平台、培育新型主体、全产业链开发显著带动了农业增效农民增收，得到了国家、省、市各级领导的充分认可。但也存在规划统筹不够全面、统筹管理有待于进一步强化、地方资金配套存在困难、县级统筹资金整合压力大等问题。［结论］从通河县特色产业运作发展成效中得出，坚持以产业为平台整合涉农资金对于促进农业增效农民增收是最直接、最有效，也是最为关键的。通过加强顶层设计与组织，促进涉农部门机构整合； 加强规划引导，优化涉农资金结构； 加强关键领域有效投资，提高涉农资金使用效率； 扩充融资渠道，建立多元投入机制； 加强财政资金绩效考核与管理等方面的对策，可进一步提高以扶持产业为平台统筹整合涉农资金的优势和成效。

Abstract:

The integration of agriculture related funds can actively guide the investment of financial and social capital to rural agriculture, which is of great significance for accelerating the construction of modern agricultural industrial system, production system, management system, realizing industrial prosperity and promoting rural industrial revitalization. Based on the investigation of the characteristic industries of Tonghe county in Harbin, the paper focuses on the operational development of Tonghe′s hazelnut industry since the integration of agriculture related funds. Under the integration of agriculture related funds, Tonghe county has significantly promoted the growth of agricultural efficiency and farmers′ income through scientifically coordinating industrial development layout, building a fund integration platform, cultivating new types of entities, and building a chain wide industrial chain.The achievements in Tonghe has also been fully recognized by leaders at the national, provincial and municipal levels. However, there are problems such as insufficient planning and overall planning, overall management to be further strengthened, difficulties in supporting local funds, and pressure for integration of county level integrated funds. The enlightenments from integrating the agriculture related funds to promote the rural industry revitalization from the development of the characteristic industry operation in Tonghe county include: Integrating the agriculture related funds with the support of the industry is an urgent need to drive the farmers to increase income and realize the diversification of the rural economy. In order to improve the advantages and achievements of supporting agriculture based platforms to integrate agriculture related funds, it is proposed to strengthen top level design and organization, promote institutional integration of agriculture related departments, strengthen planning and guidance, optimize the structure of agriculture related funds, strengthen effective investment in key areas to improve the efficiency of the use of agricultural funds, expand financing channels to establish a multi investment mechanism, strengthen the measures on the performance evaluation and management of financial funds, and further improve the advantages and effects of agriculture related fund integration with the support of the industry.
