基于新型城镇化的陕西关中地区农村居住环境优化研究

摘要:

［目的］基于新型城镇化建设背景对陕西省农村居住环境进行优化研究，对集约有效利用各种资源、实现关中地区人居环境建设的可持续发展、更好的推进新型城镇化建设目标具有重要意义。［方法］通过层次分析法构建基于新型城镇化的陕西省关中地区农村居住环境评价指标体系，并通过模糊综合评价模型对其优化策略进行分析。［结果］陕西关中地区农村居住环境总体得分为8139，处于中等偏下水平， 5个系统的得分顺序依次为基础设施＞社会环境＞生态环境＞经济环境＞居住条件。［结论］农村绿化水平、投资和创业环境、集体供暖率、医疗设施满意度以及社会福利与保障是影响陕西关中地区农村居住环境和新型城镇化发展的重要因素； 通过政策引导，鼓励农村地区发展乡村旅游及特色小镇建设，重点改善资源利用不合理、建筑设计美感缺乏，景观协调度不足，人文气息缺失等制约农村居住环境发展的因素，在此基础上，通过加快推进产业转型升级、加强农村地区文化建设、增加农民收入和就业率全面提升陕西关中地区农村居住环境质量。

Abstract:

Based on the new urbanization construction background, this research studies the optimization of rural residential environment in Shaanxi province, makes intensive and effective use of various resources, in order to achieve the sustainable development of human settlements environment construction in Guanzhong area and better promote the goal of new urbanization construction. This research constructed an evaluation index system of rural residential environment in Guanzhong area of Shaanxi province based on new urbanization by the analytic hierarchy process (AHP), and analyzed its optimization strategy by the fuzzy comprehensive evaluation model. The overall score of rural living environment in Guanzhong area of Shaanxi province was 81.39, which was in the middle and lower level. The orders of the five systems were following, infrastructure > social environment > ecological environment > economic environment > living condition. The level of rural greening, investment and entrepreneurial environment, collective heating rate, satisfaction with medical facilities, and social welfare and security are the important factors that affect the rural living environment and the development of new urbanization in Guanzhong region of Shaanxi province. Through policy guidance, rural areas should be encouraged to develop rural tourism and the construction of small towns with special features, focused on the irrational use of resources, the lack of aesthetic sense of architectural design and the lack of coordination of landscape, lack of humanistic breath and other factors restricting the development of rural living environment. Meanwhile, it should accelerate the industrial transformation and upgrading, strengthen cultural construction in rural areas, increase farmers′ income and employment rate to improve the overall quality of rural living environment in Guanzhong area of Shaanxi province.
