长江三角洲地区农产品主产区域粮食生产效率研究

摘要:
[目的]主体功能区规划是我国国土空间开发与保护的重要规划,长江三角洲地区优化开发区域、重点开发区域相对集中,为此,分析长江三角洲地区农产品主产区域粮食生产效率及其特征,提出保障粮食生产的对策建议。[方法]利用上海、江苏、浙江、安徽等省(市)主体功能区规划数据,首先构建DEA模型测算2013—2017年长江三角洲地区农产品主产区域县(市)的粮食生产效率,分析各县(市)粮食生产效率的差异特征; 然后利用Malmquist指数模型分析全要素生产效率的时空演变特征。[结果]2013—2017年综合效率均未达到DEA有效,规模效率均高于纯技术效率,总体上呈现远离集中连片的优化开发区域、重点开发区域的县(市)粮食综合效率较高的空间格局。全要素生产率下降07%,技术进步效率下降08%,技术效率变化上升01%,纯技术效率指数上升04%,规模效率下降02%。江苏、安徽两省的技术效率变化、纯技术效率变化、规模效率变化以及Malmquist生产率变化均高于长三角地区农产品主产区均值。[结论]国家应分类施策,加强科技投入,强化长江三角洲地区粮食生产合作机制。

STUDY ON GRAIN PRODUCTION EFFICIENCY IN DEVELOPMENT RESTRICTED AREA (AGRICUITURE RELATED AREAS) OF THE YANGTZE RIVER DELTA REGION

Abstract:
Major Function Oriented Zoning (MFOZ) is the blueprint for the future development and protection pattern of China′s territory. The space controlling zones of national and provincial scales is divided into four types: development optimized area, development prioritized area, development restricted area (agriculture related area), development restricted area (ecology related area) and development restricted area development prohibited area. this paper identified development restricted areas (agriculture related areas) in the Yangtze River Delta Region by using major function oriented zoning data in Shanghai, Jiangsu, Zhejiang and Anhui, and applied data Envelopment Analysis model(DEA) to make static analysis and evaluation of grain production efficiency of the Yangtze River Delta Region by using grain production data of counties (cities) of Development restricted areas(agriculture related areas) in the Yangtze River Delta Region year by year from 2013 to 2017. Dynamic analysis of grain production efficiency was conducted by using Malmquist productivity index model. The main results were showed as follows: comprehensive efficiency did not reach the DEA effective, scale efficiency were higher than the pure technical efficiency from 2013 to 2017.In general, it presented the spatial pattern that grain comprehensive efficiency of the counties (cities) far by Development optimized area, Development prioritized area was high. The total factor efficiency of grain production increased 0.7%, from 2013 to 2017.Technical efficiency change increased 0.1%, technological change decreased 0.8%, pure technological efficiency change increased 0.4%, and scale efficiency change decreased 0.2%. Technological change, pure technological efficiency change, scale efficiency change and total factor productivity(TFP) change in Jiangsu and Anhui provinces were higher than the average of Development restricted areas(agriculture related areas) in the Yangtze River Delta Region. In conclusion, Chinese government should implement different strategies of grain production adapting to different local conditions, invest more money in techniques for grain production and strengthen cooperation mechanism of grain production in the Yangtze River Delta Region.
