规划区内农业主导产业优选方法集成研究*——软件设计与实证分析

摘要:
[目的]为了更好地在当前经济背景下发展、实现现代农业与解决“三农”问题,加快破解我国农村农业发展的阶段性矛盾,我国实施了乡村振兴战略; 面对一系列涌现出的新产业与新业态,区域规划与农业主导产业研究出现新的挑战与机遇,亟需大力研发“农业规划需要的主导产业优选方法”,提供农业规划手段与技术的突破。[方法]文章是《农业规划区内主导产业优选方法集成研究(I:框架设计)》的续篇,以模型方法为基础,使用算法流图构建算法模块,将模块分为输入产业处理、已有产业优选、引入产业优选、加权偏好处理和产业排名输出5部分,再以算法为基础开发规划辅助软件。[结果]以湖北省枣阳市为研究对象,选择9类已有产业与3类引入产业展开实证分析; 研究发现区域内生猪养殖业与蔬菜种植业最具主导潜力,同时应扶持涉农服务业与光伏发电产业。[结论]在实施乡村振兴战略与产业融合背景下,研究方法与软件为规划者开展规划初期,遇到新产业选择困难、数据搜集不足等问题时,给与一定的指导与辅助,为新时期农业主导产业研究提供部分参考。

INTEGRATION RESEARCH ON PREFERRED SELECTION METHOD OF AGRICULTURE LEADING INDUSTRY IN PLANNING AREA*——SOFTWARE DESIGN AND EMPIRICAL ANALYSIS

Abstract:
In order to better develop in the current economic background, our country has implemented the rural revitalization strategy, which is set to realize the modern agriculture and resolve the issues concerning agriculture, rural area and farmers while speeding up the resolution of the stage contradictions in the development of rural agricultural development in our country. In face to a series of emerging new industries and new forms of business, new challenges and opportunities have turned up in the study of regional planning and leading agricultural industry. Therefore, it is of great urgency to vigorously develop the "preferred method of leading industry required by agricultural planning" and provide a lot of breakthroughs in means and technology on agricultural planning. This study, based on model method, is a sequel to the front research named "The Research on The Integration of Optimal Selection Methods for Dominant Industries in Agricultural Planning Area (I: framework Design) ". Computation module, constructed by employing algorithm flow graph, was divided into five sectors, which was input industrial processing, existing industry optimization, introduced industrial optimization, weighted preferences processing and industrial output, and then software could be developed on the basis of algorithm. Taking Zaoyang city of Hubei province as the research object, this paper chose nine kinds of existing industries and three kinds of introduced industries to carry out empirical analysis. It was found that porker and vegetable planting in the region had potential to be the best industrial cluster, and agricultural service industry and photovoltaic power generation industry should be vigorously developed at the same time. In the context of the implementation of the rural revitalization strategy and industrial integration, planners are given certain guidance and assistance in the initial stage of planning when they encounter difficulties in the selection of new industries and the collection of insufficient data. It also offers some reference for the research on the agricultural leading industry in the new era.
