基于帕累托改进理论的农村集体经营性建设用地入市研究

摘要:
[目的]为了贯彻落实乡村振兴战略,充分激活农村土地发展的经济动力,满足我国城镇化发展的用地需求,加快城乡融合发展,我国正在进行农村集体经营性建设用地入市改革试点探索,入市已成为优化配置农村土地资源,促进城乡用地统筹发展的重要途径。[方法]通过运用帕累托改进理论,深入分析入市前后政府、农民集体和投资者3类主体的利益变化,指出入市过程中仍存在的问题,尝试为推进农村集体经营性建设用地有效入市,凸显农村集体建设用地的市场价值,提高集体和农民收入等方面提出合理建议。[结果]农村集体经营性建设用地入市是符合帕累托改进理论的城乡融合发展的重要过程,是促进乡村振兴,实现农村经济达到帕累托最优状态的必经之路。[结论]明确和完善入市的主体、范围、市场机制和收益分配机制,协调好政府、集体和个人三者之间的利益关系,以期实现多方共赢。

STUDY ON RURAL COLLECTIVELY OWNED PROFIT ORIENTED CONSTRUCTION LAND ENTERING INTO MARKET BASED ON PARETO IMPROVEMENT THEORY*

Abstract:
In order to implement the rural revitalization strategy, fully deploy the economic potential of rural land development, meet the urbanisation induced demand for land development in China, and accelerate the integration of urban and rural development, China′s had been exploring and conducting pilots to reform its rural collectively owned, profit oriented construction land market. Entering the market had become an important way to optimize the allocation of rural land resources and promote the coordinated development of land use in urban and rural areas. This research applied the Pareto improvement theory to conduct an in depth analysis of the market before and after the change in the interests of the government, farmers′ commune and business investors. It argued that problems still existed in the process of market entry. And it attempted to recommend reasonable suggestions for promoting the effective entry of rural collectively owned and profit oriented construction land into the market, highlighting the market value of rural collective construction land, and improving the collective and farmers′ income. It is concluded that rural collectively owned profit oriented construction land entering the market was an important process aligned with Pareto′s improvement of urban rural integration and development, and was the only way to promote rural revitalization and achieve the Pareto optimal state of rural. The scope, main body, market mechanism and income distribution mechanism of entering the market should be clarified and improved as soon as possible, and the interests among the government, the collective and the individuals should be well coordinated to achieve win win solutions among all parties.
