我国乡村振兴的制度性供给研究

摘要:

［目的］实施乡村振兴战略，对于推动农业全面升级、农村全面进步、农民全面发展具有重要意义。强化乡村振兴的制度性供给是促进乡村振兴的先手棋。［方法］文章通过文献研究法，分析了我国农村改革发展的阶段性特征与主要矛盾变化，回顾了改革开放41年来我国农村改革发展的制度性供给主要经历4个阶段：家庭联产承包责任制的推广、农产品市场化改革、农村税费改革、习近平总书记“三农”思想统领全局等。［结果］当前，我国综合国力明显提升，“三农”发展势头平稳，农村生态建设稳步推进，农村社会治理取得新成效。乡村振兴的根基更加坚实，乡村振兴的底气更加十足，乡村振兴的底色更加亮丽，乡村振兴的保障更加有力。［结论］为了促进乡村振兴行稳致远，建议从加强顶层设计、完善人才培育制度、创新财政投入制度、健全农村人口户籍管理制度、深化农产品价格形成机制改革、建立统计考核制度、分区域推进乡村振兴等方面强化乡村振兴的制度性供给，以期促进乡村振兴有序推进，为2050年全面实现农业强、农民富、农村美提供决策参考。

Abstract:

Pursuing a rural vitalization strategy in China is of great significance to promote the overall upgrading of agriculture, the overall progress of rural areas and the overall development of farmers. Strengthening the institutional supply of rural revitalization in China is the first move to promote rural revitalization in China. In this paper, we use documentation method to analyze the periodic characteristic and the changes of the principal contradiction in China′s rural reform and development, reviewing the institutional supply of rural reform and development in China which had major experienced the extension of family contract responsibility system, the reform of agricultural products marketization, the reform of rural tax, General Secretary Xi Jinping′s ideology about agriculture, countryside and farmers having guided the rural work four historical stages in the past 41 years since reform and opening up. At present, our overall national strength had improved significantly, the development of agriculture, rural areas and farmers had maintained a sound momentum, the rural ecological environment construction had been steadily progressed, more progress had been achieved in the rural social governance. The foundation of rural revitalization was more solid, the confidence of rural revitalization was fuller, the background of rural revitalization is brighter, and the safeguard of the rural vitalization in China was more powerful. In order to lead the great ship of rural vitalization to set sail steadily, we propose that we should enhance the top design, perfect the system of training all types of personnel, innovate the system of public finances input, consummate the rural household registration system, deepen the reform of product price formation mechanisms, establish the system of statistical and check, promote rural revitalization by region to strengthen the institutional supply of rural revitalization in China, which provide decision reference for promoting rural revitalization orderly, realizing comprehensive the goal of agriculture is more strong, farmers are more richer and country is more beautiful by 2050.
