基于新发展理念的农业高质量发展评价指标体系构建

摘要:

目的 农业高质量发展既是乡村振兴的必然要求，也是落实国家高质量发展战略的重要一环，构建农业高质量发展评价指标体系对实现乡村振兴以及促进农业高质量发展意义重大。方法 文章以“创新、协调、绿色、开放、共享” 的新发展理念为基础，构建了包含5项维度、12个分项指标、32个基础指标的农业高质量发展评价指标体系，并运用层次分析法对指标进行赋权。结果 5项维度指标中农业创新发展权重高达0.502，其次是农业共享发展（权重0.242）、农业绿色发展（权重0.141），再次是农业协调发展（权重0.083）和农业开放发展（权重0.032）。创新发展、共享发展和绿色发展对农业高质量发展的影响较高，协调发展和开放发展次之。结论 该研究认为应从新发展理念的5个维度推进我国农业高质量发展：进一步完善我国农业高质量发展的创新动力，深入推进我国农业高质量发展的共享机制，深入贯彻我国农业高质量发展的绿色理念，进一步增强我国农业高质量发展的协调水平，全面提升我国农业高质量发展的开放水平。

Abstract:

The high-quality development of agriculture is not only an inevitable requirement for rural revitalization, but also an important part of the implementation of the national high-quality development strategy. Constructing an evaluation index system for agricultural high-quality development is of great significance to the realization of rural revitalization and the promotion of high-quality agricultural development. Based on the new development concept of "innovation, coordination, green, openness, and sharing", the article constructed an evaluation index system for agricultural high-quality development that included 5 dimensions, 12 sub-indices, and 32 basic indicators. The analytic hierarchy process was used to empower the indicators. Among the five dimensions, the weight of agricultural innovation development was as high as 0.502, followed by agricultural shared development (weight 0.242), agricultural green development (weight 0.141), and thirdly agricultural coordinated development (weight 0.083) and agricultural open development (weight 0.032) . Innovative development, shared development and green development had a higher impact on high-quality agricultural development, followed by coordinated development and open development. The study believes that the high-quality development of my country′s agriculture should be promoted from the five dimensions of the new development concept: to further improve the innovation power of my country′s high-quality agricultural development, to further promote the sharing mechanism of China′s agricultural high-quality development, and to thoroughly implement my country′s high-quality agricultural development, to thoroughly implement the green concept of high-quality agricultural development in China, and comprehensively enhances the open level of high-quality agricultural development in my country.
