农业生产“三品一标”的内涵、推进逻辑与实现路径

摘要:
目的 为推进农业绿色、高质量发展和更好地适应居民消费结构的转型升级,深度实施农业生产“三品一标”至关重要。方法 文章通过文献梳理,系统界定农业生产“三品一标”的概念与内涵,明确推进原则和逻辑思路,探讨实现路径。结果 研究指出:(1)农业生产“三品一标”,是一种将品种培优、品质提升、品牌打造和标准化生产系统集成,在农业生产的产前、产中、产后环节推进农业全产业链标准化管理,推动农产品从田间到餐桌无缝对接的新型农业发展方式。(2)农业生产“三品一标”,品种培优是基础、品质提升是目标、品牌打造是保障,标准化生产是手段。(3)推进农业生产“三品一标”,以发挥优势、质量第一,生态优先、绿色发展,科技引领、创新驱动,政府引导、市场主导为原则,并遵循“源头与出路并重、产出来和管出来并行”的基本思路。结论 建议从加快推进品种培优,推广农业绿色技术与模式,全面推进品牌强农兴农战略,建立可推广的农业标准化体系等方面进一步推动农业生产“三品一标”工作贯彻落实。

THE CONNOTATION, PROMOTION LOGIC AND REALIZATION PATH OF THE “THREE PIN, ONE STANDARDIZATION” OF AGRICULTURAL PRODUCTION

Abstract:
To promote the green and high-quality development of agriculture and to better adapt to the transformation and upgrading of the consumer structure, it is important to deeply implement the “Three Pin, One Standardization” in agricultural production. Through literature review, we systematically defined the concept and connotation of “Three Pin, One Standardization” in agricultural production, clarified the principles and logical ideas of promotion, and explored the realization path. The results were listed as follows. (1) “Three Pin, One Standardization” in agricultural production was a new type of agricultural development that integrates breed optimization, quality improvement, brand building and standardized production system, promoted standardized management of the whole agricultural industry chain in the pre-production, production and post-production stages of agricultural production, and promoted the seamless integration of agricultural products from field to table. (2) Agricultural production “Three Pin, One Standardization”, variety cultivation was the basis, quality improvement was the goal, brand building was the path and standardization production was the means. (3) To promote the “Three Pin, One Standardization” in agricultural production, the principle of giving full play to the advantages, quality first, ecological priority, green development, technology-led and innovation-driven, government-led and market-led, and following the basic idea of giving equal importance to the source and outlet, producing and managing out. The basic idea of source and outlet with equal emphasis, produce and control out. It is recommended to further promote the implementation of “Three Pin, One Standardization” in agricultural production from the aspects of accelerating the cultivation of varieties, promoting green technologies and models in agriculture, comprehensively promoting the strategy of strengthening agriculture and promoting agriculture with brands, and establishing a standardized system of agriculture that can be promoted.
