新型城镇化背景下耕地保护与建设用地集约利用协同发展研究

摘要:
目的 研究中部地区城镇化、耕地保护、建设用地集约利用子系统之间的耦合度和协调发展度,以期为中部地区的区域协同发展、绿色发展提供一定的理论与实践参考。方法 文章运用熵值法确定各评价指标权重,利用耦合度模型、协调发展度模型测算2004—2017年中部地区城镇化、耕地保护、建设用地集约利用系统协调发展水平,进而分析中部地区各省协调发展演变的时空特征。结果 (1)2004—2017年中部地区城镇化、耕地保护、建设用地集约利用系统协调发展度由0.542上升至0.797,增长47.05%,协调发展水平从中度协调提升到高度协调。(2)经过14年的发展,中部地区城镇化水平有很大提升,其发展速度远远高于耕地保护和建设用地集约利用。(3)2004年只有山西城镇化—耕地保护—建设用地集约利用系统处于高度协调状态,其他5省都处于中度协调状态;2017年山西仍然处于高度协调状态,江西、安徽步入高度协调阶段,而河南、湖北、湖南提升到优度协调状态。结论 研究期间中部地区城镇化—耕地保护—建设用地集约利用系统协调发展度呈稳步上升趋势,但协调发展度水平不高;城镇化发展速度比较快,耕地保护承受巨大压力;中部地区城镇化、耕地保护、建设用地集约利用协调发展水平具有不均衡性,存在显著的时空差异。

RESEARCH ON COORDINATED DEVELOPMENT BETWEEN CULTIVATED LAND PROTECTION AND CONSTRUCTION LAND INTENSIVE USE UNDER THE BACKGROUND OF NEW-STYLE URBANIZATION

Abstract:
The research analyzed the linkage relationship and coordinated development among urbanization, cultivated land protection and construction land intensive use, in order to provide theoretical and practical reference for regional coordinated development and green development of the Central China. In this paper, the entropy method was used to determine the weights of each index. The coupling degree model and the coordinated development degree model were used to calculate the coordinated development level of urbanization, cultivated land protection and construction land intensive use system of the Central China from 2004 to 2017. Then it analyzed the spatial and temporal characteristics of the coordinated development of the central provinces. The results of the study were listed as follows: (1)From 2004 to 2017, The Central China had an increase of 47.05% on the coordinated development of urbanization, cultivated land protection and construction land intensive use. It increased from 0.542 to 0.797. The coupling coordination degree upgrade from moderate to high area. (2)After 14 years of development, the level of urbanization in the Central China had been improved greatly, and its development rate was far higher than that of cultivated land protection and construction land intensive use. (3)In 2004, only Shanxi province was in the high coupling coordination area, while the other five provinces were in the moderate coupling coordination area. In 2017, Shanxi was still in the high coupling coordination area. Jiangxi and Anhui provinces entered the high coupling coordination area, while Henan, Hubei and Hunan provinces were upgraded to an excellent coupling coordination state. In summary, the coordinated development degree of urbanization, cultivated land protection and construction land intensive use showed a steady upward trend during the study period. But the overall level was not high. The speed of urbanization is relatively fast, and the cultivated land protection is under great pressure. The coordinated development among urbanization, cultivated land protection and construction land intensive use in the Central China is uneven. There are significant differences in spatial and temporal.
