国土空间规划视角下资源环境承载力评价分析——以昆明市为例

摘要:
目的 资源环境承载力评价是国土空间规划编制的前提和基础,打破行政单元的限制,开展基于栅格的资源环境承载力评价更容易满足实际的规划需求。方法 文章在GIS技术支持下,运用变异系数法和综合指标法评价2018年研究区域资源环境承载力状态,并具体分析2008—2018年研究区资源环境承载力时空变化情况及土地利用类型对资源环境承载力影响。结果 (1)2018年昆明市资源环境承载力整体处于中低水平,呈现出“南高北低”空间分布格局。(2)时间维度上,2008—2018年昆明市资源环境承载力数值呈波动下降趋势,承载力水平始终保持在中等水平。空间格局上,2008—2018年昆明市资源环境承载呈现出资源环境承载力较高和高水平稳定,低和中低等级相互转变的空间格局演变规律。(3)不同土地利用类型的资源环境承载力等级不同,其中耕地的资源环境承载力以中等水平为主,水体和建设用地的承载力表现出高水平。结论 昆明市资源环境承载力地域差异明显且随时间波动下降,改善并提高区域资源环境承载力是国土空间规划与差异性管制必须考虑的重要问题。

Abstract:
The evaluation of resource and environment carrying capacity(RECC) is the premise and foundation of territorial spatial planning. The evaluation of resource and environment carrying capacity based on grid,which will break the restriction of administrative units, can meet the actual planning needs more easily. With the support of GIS technology, the coefficient of variation method and comprehensive index method was adopted to evaluate the RECC of the study area in 2018, and the spatio-temporal variation of the RECC of the study area from 2008 to 2018, and the impact of land use types on the RECC was analyzed. The results were listed as follows. (1) The overall of RECC of Kunming City was at a middle and low level in 2018 with a "high in the south and low in the north" spatial distribution pattern. (2)The value of RECC of Kunming city showed a fluctuating downward trend from 2008 to 2018, and the level of RECC always remained at a medium level. In terms of spatial pattern, the RECC in Kunming city from 2008 to 2018 showed a pattern of spatial pattern evolution, which was stable at a high level and stable at a low level, while changing from a middle to a low level.(3) Different types of land use had different levels of RECC. The RECC of cultivated land was mainly at the middle level, while that of water body and construction land was at the high level. In summary, the regional differences of RECC in Kunming city are obvious and wavelike phenomenon decrease with time. Improvement and enhancement of the RECC is an important issue that must be considered in territorial spatial planning and difference control.
