京津冀农业协同发展的实证分析

摘要:
目的 通过测定京津冀三地农业综合发展水平及其协同度,评价目前京津冀农业协同水平。方法 文章首先构建京津冀农业综合发展和农业三产融合的评价指标体系,基于2011—2019年京津冀农业相关统计数据,采用熵値法对三地农业发展水平进行综合评价和比较;其次,采用协同度模型测定京津冀农业综合发展协同程度和农业一二三产业协同程度,并进行分析。结果 (1)北京农业综合发展指标得分最高,天津其次,河北最低;从分项指标得分看,北京农业投入水平和产出水平最高,天津产业发展程度最高,三地可持续发展差异较小;京津冀农业一二三产业综合发展指标得分较低。(2)2011—2019年京津冀农业综合发展的协同度值为0.52~0.82;京津冀农业一二三产业的协同度在2016年之前均小于0.2,之后上升,在2017和2018年达到0.5以上。结论 京津冀农业发展综合水平差距明显,农业一二三产业融合发展滞后,目前京津冀农业综合发展处于中高等协同发展水平,农业一二三产业发展处于中度协同发展水平,最后,提出京津冀协同发展的对策建议。

THE EMPIRICAL ANALYSIS OF COORDINATED DEVELOPMENT OF AGRICULTURE IN BEIJING-TIANJIN-HEBEI

Abstract:
Through the comprehensive evaluation of the agricultural development level of Beijing, Tianjin and Hebei and the the degree of coordination, this study aims to evaluate the current level of agricultural coordination in the Beijing-Tianjin-Hebei region. Firstly, it built an evaluation index system for the comprehensive development of agriculture in the Beijing-Tianjin-Hebei region and the agricultural industry convergence, and based on the relevant statistical data of Beijing-Tianjin-Hebei agriculture from 2011 to 2019, the entropy method was used to comprehensively evaluate and compare the level of agricultural development in the three places, then the synergy model was adopted to measure and analyze the synergy degree of the Beijing-Tianjin-Hebei agricultural comprehensive development and the synergy degree of the industrial chain. The results were listed as follows. Beijing had the highest comprehensive index score of agricultural development, followed by Tianjin, and Hebei had the lowest; from the perspective of sub-indices, Beijing had the highest agricultural input and output levels, and Tianjin had the highest degree of agricultural industrial development. The difference in sustainable development scores between the three places was small. The development index value of the Beijing-Tianjin-Hebei primary, secondary and tertiary industries of agriculture was very low. From 2011 to 2019, the synergy of the comprehensive development of the Beijing-Tianjin-Hebei agriculture was 0.52-0.82, which was in the middle and high stage of coordinated development. The synergy of the primary, secondary and tertiary industries of the Beijing-Tianjin-Hebei agriculture was average less than 0.2 before 2016, the degree of coordination for the year 2019 was in the middle level of coordinated development. In summary, there is a large gap in the comprehensive level of agricultural development in the Beijing-Tianjin-Hebei region, and the integration development is lagging behind in the primary, secondary and tertiary industries of agriculture. The comprehensive agricultural development in the Beijing-Tianjin-Hebei region is at a medium and high level of coordinated development, and the integrated development of agricultural primary, secondary and tertiary industries is at the moderate stage of coordinated development. Finally, the coordinated development of Beijing-Tianjin-Hebei countermeasures and suggestions was put forward .
