目的 基于土地利用功能价值最大化对自然发展情景、农业生产功能优先情景、经济发展功能优先情景及生态保育功能优先情景下的土地利用结构及布局进行优化,得到2026年保定市土地利用合理结构与布局。方法 文章利用MOP模型优化各情景土地利用结构、FLUS模型优化各情景土地利用空间布局、耦合协调模型分析各情景功能协调性。结果 各情景下草地面积都减少,建设用地及水域面积都增长。除农业生产功能优先情景外,耕地面积都呈下降趋势。经济发展功能优先情景土地利用功能总价值最高,农业生产功能优先情景最低;各情景下建设用地都以外延式增长;林地都以外延式及填充式在山地丘陵地区扩张;农业生产功能优先、经济发展功能优先及生态保育功能优先情景的土地利用结构耦合协调度高于自然发展情景,经济发展功能优先情景下功能间关系最协调。结论 在现行土地利用变化趋势下,未来保定市土地利用功能将严重失调,需严格落实耕地及生态用地保护政策、推动建设用地高效利用,实现土地利用功能协调及价值最大化。 |

STUDY ON MULTI-SCENARIO LAND USE OPTIMIZATION BASED ON MAXIMIZATION OF LAND USE FUNCTION |

The requirements for the formulation of territorial and spatial planning clearly point out that it is necessary to clarify the use of territorial space and supervise all territorial and spatial uses and functions. Scientifically guiding the transformation and layout optimization of land use based on land use functions can provide a theoretical basis for future spatial planning of Baoding city and realize scientific and orderly development. Based on the goal of maximizing land use functions and combined the relevant knowledge of land use functions, ecosystem service functions, and previous research results, this paper constructed a quantitative indicator system for land use functions. And the MOP model was used to optimize the land use structure of each scenario, then the FLUS model was adopted to optimize the spatial layout of land use of each scenario, finally the coupling coordination model was used to analyze the functional coordination of each scenario.The main conclusions were showed as follows. In all scenarios, the area of grassland decreased, and the area of construction land and water area increased. Except for the priority scenario of agricultural production functions, the area of arable land decreased. The economic development function priority scenario had the highest total value of the land use function, and the agricultural production function priority scenario was the lowest; Under the four scenarios, the layout of construction land and forest land changed significantly. Construction land grew extensively on the original basis, mainly concentrated in the eastern region; the combination of extended and infilled forest land expanded in mountainous and hilly areas in the northwest. The degree of coupling and coordination of land use structure under the scenarios of agricultural production function priority, economic development function priority and ecological conservation function priority was significantly higher than that in the natural development scenario. Among them, the land use structure under the economic development function priority scenario had the largest land use function value and the coordination relationship between functions was the best. Therefore, it can be seen from the conclusion that the pursuit of economic development under the important premise of strict control and protection of cultivated land and ecological land is an effective way to maximize the value of land use. |
