广东省区域性帮扶运行逻辑、构成体系与启示

摘要:

目的 开展经济发达省份区域性帮扶实践分析，为常态化帮扶阶段帮扶政策措施优化提供借鉴。方法 文章运用理论与实践相结合的方法开展广东省区域性帮扶运行逻辑、体系构建和启示分析。结果 （1）在帮扶体系上，以推进县镇村一体化帮扶为目标，统筹帮扶力量，融合帮扶组织，整合考核制度，形成了以省直单位组团纵向支持县域经济发展、珠三角地区对口帮扶协作粤东西北地区、驻镇帮镇扶村促进乡村振兴等帮扶制度为主要基础的省域内帮扶体系。（2）驻镇帮镇扶村是广东省区域性帮扶的创新，根据省内镇和村的发展情况，由原来的结对帮扶村级提升到结对帮扶镇级，对重点帮扶镇实施了分类分级帮扶，扩大了低收入人口帮扶覆盖范围。（3）县级结对帮扶中，省直单位以资源协调和政策支持为重点开展帮扶，协助被帮扶县市实施重大工程、项目和政策，珠三角地区以产业协作为重点开展对口帮扶协作，突出引导产业优化布局和有序转移，分别实现了对粤东西北地区所有县的帮扶全覆盖。结论 常态化帮扶阶段，应根据综合实力将被帮扶县进行划分，实行分类分层帮扶；实施县镇村一体化帮扶，提升县域综合实力，增强乡镇综合服务功能；建立多类型区域性协作制度，健全区域性帮扶平台和经济合作平台。

Abstract:

This research aims to conducts a practical analysis of regional assistance practices in economically developed provinces, so as to provide a reference for optimizing assistance policies and measures during the regular assistance phase. This study adopted a combination of theory and practice to carry out the logic, system construction, and enlightenment analysis of regional assistance operation in Guangdong province, and drew the following conclusions.(1) In terms of the assistance system, with the goal of promoting the integration of county, town, and village assistance, we coordinated assistance forces, integrated assistance organizations, and integrated assessment systems. We formed a provincial-level assistance system mainly based on the vertical support of county-level economic development by provincial units, targeted assistance and cooperation in the Pearl River Delta region, and the promotion of rural revitalization through stationed assistance in towns and villages. (2) Resident assistance to towns and villages was an innovation in regional assistance in Guangdong province. Based on the development of towns and villages within the province, the original paired assistance at the village level had been upgraded to paired assistance at the town level. Key assisted towns had been classified and graded for assistance, expanding the coverage of low-income population assistance. (3) In county-level paired assistance, provincial units focused on resource coordination and policy support to carry out assistance, assisting the assisted counties and cities in implementing major projects, projects, and policies. The Pearl River Delta region focused on industrial cooperation to carry out targeted assistance cooperation, highlighting the guidance of industrial optimization layout and orderly transfer, and achieving full coverage of assistance to all counties in eastern, northwestern, and northern Guangdong. Therefore, based on the analysis of regional assistance in Guangdong province, in the stage of normalized assistance, the assisted counties should be divided according to their comprehensive strength, and classified and layered assistance should be implemented;
