| 目的 把握福建典型茶叶主产区茶产业发展的趋势性变化,运用科学方法评价茶产业的高质量发展水平,找准主要问题,理清发展思路与解决对策。方法 文章以“三茶统筹”理念和现代农业三大体系为指导,构建茶产业高质量发展评价指标体系。通过结合层次分析法与熵值法的综合赋权法,确定指标权重,并测算2016—2021年福建典型茶叶主产区茶产业的高质量发展水平,客观反映茶产业的发展状况。结果 研究结果显示,福建典型茶叶主产区茶产业高质量发展态势良好,但在时空上存在不均衡性。在质量结构上,各准则层的发展差异较大,其中科技创新层发展情况良好,文化建设层次之,集约经营层发展缓慢,经济效率层发展水平较低。结论 安溪县应强化产品质量监管,筑牢安全生产屏障;福鼎市应加强品牌监管意识,督促市场规范运行;武夷山市应加快科技创新步伐,提高产业智能化水平;合力开拓市场空间,增加产品附加值;提高集约经营水平,推动产业集群发展。 |

| This study addresses the critical need to understand and promote the high-quality development of the tea industry, a cornerstone of Fujian province's agricultural economy and cultural heritage. The primary objective is to rigorously analyze the dynamic trends and evolving challenges faced by tea production in representative regions of Fujian. By employing a robust evaluation framework, the research aims to objectively assess the current state of high-quality development within the industry, identify key bottlenecks hindering progress, and ultimately formulate targeted development strategies and practical solutions to ensure sustainable and prosperous growth.Guided by the concept of "Three Tea Coordination"(integrating tea production, tea culture, and tea science) and aligned with the three core pillars of modern agriculture (production efficiency, resource sustainability, and social responsibility), this research constructed a comprehensive evaluation index system. Using a comprehensive weighting method combining the Analytic Hierarchy Process (AHP) and the Entropy Method, the indicator weights were determined, and the high-quality development level of the tea industry in typical major tea-producing areas of Fujian province from 2016 to 2021 was measured, so as to objectively reflect the development status of the tea industry. The research findings revealed a generally positive trajectory for the high-quality development of the tea industry in Fujian's key production regions. However, the analysis also highlighted significant spatial and temporal imbalances, indicating that progress was not uniform across different areas or across different periods. A closer examination of the quality structure revealed substantial disparities in the development of each criterion within the evaluation framework. Specifically, the technology innovation layer demonstrated robust growth, the cultural construction layer occupied a secondary position, and the intensive management layer was developing at a slower pace, the economic efficiency layer exhibited a relatively low development level. Based on these comprehensive research findings, this study proposes a series of targeted strategies to address the identified challenges and promote the continued high-quality development of the tea industry in Fujian. Specifically, Anxi county should prioritize strengthening product quality supervision and traceability mechanisms to ensure production safety and maintain consumer confidence in the region's tea products. And Fuding city should focus on enhancing brand supervision awareness and promoting market regulation to foster a fair and competitive market environment that rewards high-quality producers. Then, Wuyishan city should accelerate technological innovation by investing in research and development, promoting the adoption of smart technologies, and improving the intelligentization of the entire tea industry value chain. More broadly, efforts should be made to expand market space, diversify product offerings, and increase product added value through value-added processing and innovative marketing strategies. Finally, targeted policies and initiatives are needed to improve intensive management levels, promote the development of industrial clusters, and foster collaboration among stakeholders to achieve economies of scale and enhance overall industry competitiveness. These strategies, when implemented effectively, will contribute to the long-term sustainability and prosperity of the tea industry in Fujian. |
