| 该文指出我国西部贫困山区的现状和所呈现出的特征以及西部贫困问题所形成的原因，特别强调了生态的破坏和教育的落后是贫困形成的重要因素。介绍了宁南县大同乡小流域治理，尤其是坡改梯工程带动全乡脱贫致富的成就。最后提出了在小流域治理中大力推行坡改梯工程的4点建议。 |

| This paper points out the present status of the western poverty stricken mountainous regions, their characteristics and the causes of its forming; specially emphasizes that ecological demolishment and backward education are important elements for poverty formation. It also introduces the achievements gained by Datong Town of Ningnan County in managing small drainage areas, especially the achievements in carrying out the engineering of changing mountain slop into terrace field in the whole town so as to es- cape from poverty and become rich. Before ending, this paper puts forward 4 suggestions for vigorously promoting the engineering of changing mountain slop into terrace field in managing small drainage areas. |
