| 该文讨论了气候资源概念的内涵与外延及其属性问题,旨在为气候资源管理研究提供基本理论支撑;简要探讨了气候资源管理与可持续发展的关系,分析了当前中国气候资源管理与可持续发展面临的形势与挑战;运用可持续发展的理论和战略的思维,研究认为,加强气候资源管理,合理开发利用和保护气候资源,提高气候资源的有效利用,是实现人与自然和谐、可持续发展的重要途径;提出应树立新的管理理念,采取法律制约、政策引领、技术推动和道德规范等多种手段综合治理。 |

| Abstract: |
| This paper discusses the concepts and extension of climate resources and its attribute,aiming at providing basic theoretical support for research on climate resources management.It also briefly probes into the relation between climate resources management and sustainable development;analyzes the situation and challenge facing present climate resources management and sustainable development.It brings to bear the theory of sustainable development and the strategic thought.The research considers that it is an important approach for realizing the harmonious coexistence of mankind and the nature,as well as sustainable development to strengthen climate resources management,to reasonably develop,utilize and protect climate resources.It puts forward several measures for integrated management,as establishing a new concept for management,adopting law restriction,guiding with policy,promoting with technology and morality criterion,etc.. |
