| 农民是农地使用权流转的主体，研究农户行为直接反映具体情况，为决策者提供更为客观的政策 依据。该文从浙江、河北两省356农户调查结果出发，分析当前农地使用权流转的基本情况与呈现的特点， 总结了农地使用权流转过程中需要关注的几个问题，提出进一步推进农地使用权流转要防止“非粮化”等 4项政策建议。 |

| Abstract: |
| Farmers are the principal participants in the circulation of farmland use right. The behaviors of house- hold directly reflect the actual situation and can provide evidence for decision-maker. This article， based on the survey results from 356 households in Zhejiang and Hebei province， analyzed the status and characters in the circu- lation of farmland use right， and then summed up the problems in the circulation process of farmland use right， fi- nally put forward 42 policy recommendations for further promoting the circulation of farmland use right. |
