| 摘要: |
| 该文依据环境经济学理论分析我国农业面源污染的经济成因。研究发现:微观层面，追求经济收 益农户的短视行为直接造成了农业污染;宏观层面，源于农业环境资源配置失灵及农业污染治理的政府失 灵。该文认为，农业污染问题的解决还需从宏观入手，政府和相关部门除继续完善农民收入保障体系外， 还需进一步完善市场制度并弥补政府环境管理的缺陷，使得市场价格能够更加完整地反映资源与环境价值。 |

| Abstract: |
| This article analyzed the economic reasons of agricultural non-point source pollution according to theo- ries of environmental economics. The results showed that: the reasons caused non-point pollution were the short- sighted behavior of peasants only seeking economic returns in the micro level， and the failure of agricultural envi- ronmental resources allocation and governmental control of agricultural pollution in the macro level . It suggested that the keys to solve the agricultural environmental pollution were to improve peasants' income safeguard system， market system and government environment management， by which the market price can fully represent the value of the environment and resources. |
