| 粮食安全问题既是一个经济问题，也是一个社会问题、政治问题。在建设现代化大农业的背景 下，黑龙江垦区承载了我国粮食安全的重任，土地制度在垦区发展中具有保驾护航的作用。现行黑龙江垦 区土地的法律制度层级较低、数量较少，而且缺乏针对性。结合垦区的实际情况，从立法理念的重新确立 到具体制度的重新构建是解决相关问题的必然要求。 |

| The food security is not only an economic problem but also a social and political problem. Under the background of the construction of modern large-scale agriculture， Heilongjiang Land-Reclamation Area undertakes the task of food security， and land system plays an important and special role in the process of regional develop- ment. However， the level of the land system is low and not enough. Based on the actual situation， it is necessary for solving the question from the aspects of re-establishment of the legislative concept and the re-construction of the specific system. |
